Summary

The City of New Haven’s Office of Violence Prevention (OVP) is seeking proposals from qualified organizations to provide workforce development and employment services to individuals returning from incarceration. This initiative is part of OVP’s broader violence prevention strategy, recognizing that stable employment is a key factor in reducing recidivism and promoting community safety.

The goal of this program is to reduce the rate of recidivism by supporting returning residents in securing viable employment and building long-term economic stability. Organizations will be expected to provide targeted employment support, including job readiness training, career counseling, job placement, and access to workforce development or skills-based training programs. Services should equip participants with the tools needed for successful job searches and long-term career advancement.

A strong emphasis will be placed on engaging high-risk individuals impacted by community violence and incarceration. Organizations should demonstrate experience working with justice-involved populations and delivering trauma-informed, equity-centered services.

Funds awarded through this RFP will be used to partially cover the salaries of key staff who will lead employment services, case management, and workforce development efforts for reentry clients in New Haven. This is a one-year contract with the option for renewal based on performance and funding.
