Summary

The Department is issuing this RFP to engage a Design-Builder to complete plans, specifications, and obtain permits to relocate the Historic Building 88 (Blackburn Lab) that presently exists on the St. Elizabeths East Campus in Washington, DC. Because of the historic nature of the building and the Historic District designation for East Campus, this work will require review and approval by the Commission of Fine Arts (“CFA”) and the Historic Preservation Review Board (“HPRB”). The building is presently partially situated on the future Right of Way (“ROW”) of the future extension of Sycamore Drive SE between Cypress Street SE and Pecan Street SE on the East Campus of St. Elizabeths. For this reason, it needs to be relocated in the same “T” configuration, a minimum of 65 feet to the west to facilitate the construction of Sycamore Drive SE in the future.
