RFQ Question Log
Project Red Clay Theatre Mural
Date 8/01/26
Question Answer
1 Are you accepting applications from out-of-state artists? Yes, the commission is accepting out of state artists applications.
2 Would Red Clay Theatre or the Duluth Public Art Commission be able to help us secure and/or potentially provide OSHA compliant scaffolding for the duration of the installation process? The selected artist will be responsible for providing all equipment needed to complete the project, including any OSHA-compliant scaffolding or other equipment needed for installation.
3 Is there a min/max of past work we can add to our portfolio? There is no minimum or maximum number of past projects you need to include in your portfolio. It really depends on what you would like to showcase to the commission and what you feel is most relevant to the mural opportunity. You are also welcome to include a link to your online portfolio or website if you would like the commission to view additional work. Many artists choose to reference their website or online portfolio in their letter of intent.

4 If artists outside of the Georgia area are allowed to apply? Yes, the Commission is accepting out of state artists' applications. Please note that travel and lodging do have to be included within the budget stated in the RFQ.
5 I was wondering how I would apply for the Red Clay Theatre Mural? Thank you for your interest. The RFQ for the mural with all information is here: https://www.duluthga.net/community/public_art/call_for_artists.php
6 In the past where I have worked projects which required machinery like lifts, the client would usually rent the equipment. Should I include renting equipment costs? or would the city of Duluth take care of that? Yes, include all equipment rental costs in your proposed budget. You will also be responsible for identifying where to rent the equipment and making the necessary arrangements, as the City of Duluth will not provide or rent the equipment.
7 I hold valid O-1 work authorization and undertake my U.S. projects through my American representative. As the published RFQ does not appear to establish a residency restriction, could you please confirm that I am eligible to apply under this arrangement? Yes, you are welcome to apply for the RFQ. However, if you are selected to move forward in the process, the Commission may request documentation confirming your U.S. work authorization and representation. The City would also need to consult with its legal counsel to confirm that it can enter into a contract under the proposed arrangement.
8 Should the complete Phase One submission should be sent directly to this email address? Yes, application submissions should be emailed to dpac@duluthga.net

9 What is the anticipated design and installation schedule? The installation schedule is flexible and will be finalized once an artist has been selected. At this time, installation is tentatively planned for spring 2027.
10 Whether there is a preferred format, page limit, or file-size limit for the Phase One portfolio? There is no preferred format, page limit, or file-size limit for the Phase One portfolio submission.
11 Should applicants propose their own Phase Two design fee? The RFQ outlines the materials required for Phase One. Your proposed design fee should also be included with your Phase One submission. Artists selected for Phase Two will be compensated based on the design proposal fee submitted in Phase One, in recognition of the time and effort required to develop their concepts. For the artist ultimately selected for the project, this payment will be applied as an advance toward the total project compensation.
12 Whether any bid, performance, or payment bonds will be required from the selected artist. The RFQ does not currently specify any bid, performance, or payment bond requirements. If bonding is required, the selected artist will be notified before entering into a contract.
