Bid Synopsis: The State of Wisconsin (State), Wisconsin Department of Administration (DOA) Consolidated Agency Purchasing Services (CAPS) on behalf of the Wisconsin Department of Military Affairs (DMA), requests Bids for the purchase of Recycling Services for Used Oil Absorbents and intends to use the results of this process to award a Contract. Bids that require a minimum number of commodities or services to be ordered will be rejected. DMA does not guarantee it will purchase any specific quantity or pay any minimum contract amount during the term of the Contract.

All State agencies, including University of Wisconsin campuses, may purchase from the Contract resulting from this procurement. State agencies may be located within a single city or have remote locations statewide.
The purpose of this RFB is to establish a contractual agreement with one (1) qualified Contractor to perform On-Call pickups of used oily absorbent products from DMA Field Maintenance Shops (FMS) located throughout the State.
DMA has eleven (11) FMSs associated with automotive vehicle maintenance, two (2) AASFs associated with aviation maintenance, two (2) armories with significant vehicle maintenance, and one (1) FMS associated with Tactical Unmanned Aircraft System (TUAS).
As part of the Recycling Services further specified in this RFB, the Contractor shall resupply various absorbent products to replace the used ones being picked up, through a Waste-to-Energy (WtE) recycling system. Landfilling of used absorbent products shall not be approved under this Contract.

Executive Order (EO) 13514 and expanded with EO 13693, Federal Leadership in Environmental, Energy, and Economic Performance, 5 Oct 2009 guides Department of Defense and WIARNG on recycling initiatives. Specifically Section (e) promote pollution prevention and eliminate waste by: (i) minimizing the generation of waste and pollutants through source reduction; (ii) diverting at least 50 percent of non-hazardous solid waste, excluding construction and demolition debris, by the end of fiscal year 2015; (iii) diverting at least 50 percent of construction and demolition materials and debris by the end of fiscal year 2015; (iv) reducing printing paper use and acquiring uncoated printing and writing paper containing at least 30 percent postconsumer fiber; (v) reducing and minimizing the quantity of toxic and hazardous chemicals and materials acquired, used, or disposed of; (vi) increasing diversion of compostable and organic material from the waste stream; (vii) implementing integrated pest management and other appropriate landscape management practices; (viii)increasing agency use of acceptable alternative chemicals and processes in keeping with the agency's procurement policies; (ix) decreasing agency use of chemicals where such decrease will assist the agency in achieving greenhouse gas emission reduction targets under section 2(a) and (b) of this order; and (x) reporting in accordance with the requirements of sections 301 through 313 of the Emergency Planning and Community Right-to-Know Act of 1986 (42 U.S.C. 11001 et seq.)
