CITY OF CONWAY
The City of Conway is accepting sealed bids from qualified Offerors to provide applying
humidity-resistant, chlorine-resistant, indoor aquatic-grade paint to ensure long-term durability
in a high-moisture environment for the repainting of approximately 5,020 square feet of interior
pool-area wall and ceiling surfaces at the commercial indoor swimming pool located at the
Conway Sports and Fitness Complex. Proposers must clearly outline all costs associated with the
scope of work described in this RFP. Additionally, please identify any potential additional costs
that may arise but are not explicitly listed in your proposal. These may include, but are not
limited to, unforeseen repairs, fees, or other contingencies. If no additional costs are anticipated,
please state so explicitly in your response. Proposers are encouraged to notify the procurement
officer immediately if they feel any of these specifications unduly restricts competition.
The Contractor will be responsible in following all applicable City ordinances, federal, state, and
county laws and regulation. The contractor and surety shall indemnify, defend, and save
harmless the city, all of its officers, representatives, agents and employees against any claim or
liability arising from or based on the violation of any such laws, regulations, ordinances, order or
decree whether by itself or its employees.
Contractor will be responsible for following all applicable City Ordinances and all work
performed will be according to the applicable codes. Also, contractor will obtain all permits
that are required for this project. Contractor must have proven experience with indoor
aquatic facilities or high-moisture environments. All bidders must hold Proper License for
this work at the time of the bid. Must have a City Business License prior to beginning any
work. All work must be completed by April 3, 2026.
The City of Conway Sports and Fitness Department will be available as needed during this
project. Bidders are encouraged to conduct a site visit prior to bidding this project. Site visits
can be scheduled by contacting Ashley Smith @ 843-902-7275 or asmith@conwaysc.gov. Copy
of license must be submitted with the bid.
The project Conway Sports and Fitness Commercial Indoor Pool Area Repainting will be
received in the Procurement Office which is located at 2940 Jerry Barnhill Blvd., until
Thursday February 26, 2026 @ 2:00 PM , at which time only the names of the Offerors
and bids amounts will be announced. Any proposal received later than the specified time /date
will not be accepted /considered. Before the final selection is made, all evaluation factors will
be taken into consideration before awarding a contract for services. City reserves the right to
accept or reject any or all bids.
All proposals shall be sealed and list the title of the current bid.

Please submit Two (2) original response. Any negotiated contract is subject to requirements
provided for in any applicable City of Conway Codes and Ordinances.
Scope of Work
The project must be completed by April 3, 2026. The contractor can perform the work
from 8:00 pm until 4:00 am (Monday-Friday). Your work must be cleaned up before
5:00 am to allow for pool services. Or the contractor can work all day on Sundays from
6:00am until 10:00 pm.
The project consists of the repainting of approximately 5,020 square feet of interior pool-
area wall and ceiling surfaces.
Surface Preparation
o Clean and degrease all surfaces.
o Remove loose or peeling paint.
o Sand and spot prime as needed.
o Perform mildew/mold treatment where necessary.
o Protect windows, flooring, equipment, and aquatic features.
Paint and Primer Submittal Requirements
o The Proposer shall provide detailed information on all primer and paint products
proposed for use on the interior pool-area walls and ceiling surfaces. At a
minimum, the submittal must include:
1. Product Data Sheets
- Manufacturer name, product line, and specific product numbers
- Intended use, application method, and recommended number of
coats.
- VOC content and any special environmental or moisture-resistant
properties.
2. Primer and Paint Warranty/Guarantee
- Manufacturer’s warranty documentation.
- Coverage details, exclusions, and duration of the warranty.
- Contractor’s workmanship warranty (if applicable)
3. Performance Specifications
- Chemical resistance, moisture resistance, and suitability for high-
humidity, chlorinated pool environments.
- Expected lifespan and maintenance requirements
4. Color and Finish Samples
- Actual color chips or samples of proposed paint colors
- Finish description (semi-gloss, satin, matte)
5. Safety Data Sheets (SDS)
- Complete SDS for all primer and paint products.
Painting Requirements
o Apply indoor aquatic-grade, humidity-resistant, and chlorine-resistant
primer and paint coatings specifically designed for pool environments.
o Apply primer and finish coats per manufacturer’s specifications.
o Ensure all work prevents future peeling, bubbling, or moisture intrusion.
o Colors to be used:
White
Light Blue
Dark Blue
These colors must be approved by the Director Ashley Smith before any
painting is to begin.
o The indoor pool area will be inspected for any concerns. If concerns are found,
the main contact Ashley Smith will be notified immediately.
Scheduling
o Provide an estimated timeline for completing the project, including key
milestones and any factors that could affect the schedule.
o Work must be coordinated with staff to minimize facility disruption.
Cleanup
o All trash, materials and debris generated by the project will be the contractor’s
responsibility and shall be removed from the work site.
o All areas must be restored to pre-project conditions.
All surface preparation, painting requirements, cleanup, permits, and licensing must be
included in your bid submission.
Contractor must have proven experience with indoor aquatic facilities or high-moisture
environments.
Contractor must provide references for at least three comparable projects completed in
the past five years.
The City reserves the right to reject any products that do not meet performance standards
suitable for use in a high-moisture and chlorinated indoor pool environment.
REQUEST FOR PROPOSAL
I-1 PURPOSE The Request for Bid for Sports and Fitness Commercial Indoor Pool Area
Repainting.
I-2 Procurement This RFP is issued for the City of Conway, South Carolina. The
Procurement Department is the sole point of contact for this RFP.
I-3 TYPE OF CONTRACT A contract shall be awarded to the most qualified firm at
compensation deemed reasonable to the City of Conway, utilizing standard contract form.
Should it be impossible to negotiate a satisfactory contract, negotiations shall be formally
terminated. It is the City's intention that the most qualified bidder, based on both bid amount and
bidders qualifications, be selected for this project.
I-4 FIRM RESPONSIBILITIES The selected firm shall be required to assume
responsibility for all services offered under this proposal. Furthermore, the City shall consider
the selected firm to be the sole point of contact for contractual matters, including payment of any
and all charges resulting from the contract.
I-5 EVALUATION FACTORS The following criteria shall be used in format. The
arrangement of the criteria is not meant to imply order of importance in the selection process.
a. Specialized experience or technical expertise of the firm, qualifications of its professional
personnel and all parties proposed for the project, and proposed approach in connection
with the type of service experience with aquatic environments to be provided and
complexity of the project;
b. Past record of related experience on similar projects/contracts with the City and other
clients, including quality of work, timeliness, cost control, and financial stability;
c. Capacity of firm to perform the work within time limitation, taking into consideration the
recent current and projected workload of the firm. Bidder proposal shall include an
estimated time frame for completion of the project.
d. Quality and durability of proposed materials.
e. Cost
I-6 INCURRING COSTS The City shall not be liable for any cost incurred by firms prior
to issuance of a contract.
I-7 ECONOMY OF PREPARATION Proposals should be prepared in a timely and
economical manner, providing a straight forward, concise description of the firms' ability to meet
the requirements of the RFP. Emphasis should be on completeness and clarity of content.
I-8 RESPONSE DATE To be considered, proposals must arrive at the Procurement
Department on or before the date and time specified in the cover letter. Firms mailing proposals
should allow normal mail delivery time to ensure timely receipt of their proposals. Telefacsimile
submissions are not permissible.
I-9 ACCEPTANCE OF PROPOSAL CONTENT The contents of the proposal of the
successful proposer may become part of the contractual obligations, if a contract ensues. Failure
of a successful proposer to accept these obligations may result in cancellation of the award. All
bids are to remain in effect for ninety (90) days from the date of bid opening.
I-10 GRIEVANCE Any actual or prospective bidder or contractor who is aggrieved in
connection with the solicitation or award of a contract may protest to the Procurement
Department. The protest shall be submitted in writing within fourteen -(14) days after such
aggrieved person knows or should have known of the facts giving rise thereto provided that
grievance has been made in accordance with bid proposal requirement. The Procurement
Department will consult with the City Administrator to try and resolve the issue. If the protest is
not resolved by mutual agreement, a decision will be issued in writing within 10 days after the
