Summary

The County of Solano (hereinafter referred to as “the County”) is seeking proposals from qualified vendors to provide and implement a modern, comprehensive Records Management System (RMS) for official and vital records.

Background

The County operates its recording and vital records functions on a current Records Management System. The Recorder’s Office is statutorily mandated to accept, index, store, and make accessible official instruments, papers, and notices related to real property and vital records. Pursuant to Government Code Section 27201, the County must ensure uninterrupted public recording services. Without an upgraded system, the Recorder’s Office faces the risk of system failure and an inability to fulfill its legislative obligations.

To mitigate these risks, the County intends to procure and implement a modern RMS that provides robust support, long-term sustainability, improved user experience, and compliance with all applicable statutory and operational requirements.
