Guilford County Purchasing Department is soliciting proposals from qualified firms to provide end-to-end
advisory and oversight for selecting and implementing a modem, cloud-based Records Management System
(RMS) and Jail Management System (JMS) to replace our current on-premises platform. The Journey Partner
will lead strategy, RFP development for the RMS/JMS solution, vendor evaluation, implementation
oversight, risk management, and benefits realization through stabilization. The County invites all interested
and qualified firms who meet the requirements of this RFP to submit a response.
A non-mandatory Pre-Proposal ZoomGov Meeting will be held on Tuesday, May 19, 2026, at 1:00 P.M. You
may join the ZoomGov Meeting from your computer, tablet or smartphone.
During the bidding period questions will be taken until 2:00 P.M., on Tuesday, May 26, 2026. All questions
pertaining to this RFP must be emailed to the Guilford County Purchasing Department at
DG_Purchasing@guilfordcountync.gov.

Guilford County reserves the right to reject any or all bids and to waive informalities.
