Re: Reclaimed Water/Wastewater Project
Town of Culpeper, Virginia
Sealed bids on the referenced project will be received by the Director of Public Services
at the Public Works Building, 15038 Service Lane, Culpeper, VA 22701 until 2:00 PM,
local prevailing time, Thursday, February 19, 2026, and then publicly opened.
Bids may be withdrawn using the procedure set forth in Virginia Code § 2.2-4330 B.1.
The project will consist of construction of the following work:
▪ Reclaimed water pump station
▪ Sitework, piping, and appurtenances for a 2.0 MG elevated water storage tank
▪ Wastewater Pump Station No. 2 upgrade
▪ 600,000-gallon equalization tank
▪ Post aeration improvements
▪ Parshall flume
▪ Electrical and chemical building
▪ Parking improvements
▪ Force main piping
▪ Reclaimed water piping (onsite and offsite)
▪ Electrical improvements
▪ Pump Station No. 2 electrical building
▪ SCADA improvements
▪ Site improvements
▪ Equalization electrical building
▪ Related incidental work
The Town will award the contract on a lump sum bid basis.
Bid documents consisting of project manual and drawings are open to the public for
inspection at the following locations:

A non-mandatory pre-bid conference will be held at 10:00 AM on Thursday, January 29,
2026, at the Public Works Building, 15038 Service Lane, Culpeper, VA 22701.

Bid documents in Adobe Acrobat (PDF) format may be obtained at no charge from WW
Associates, Inc., telephone 434-984-2700. Bidder must provide contact person and
email, business address, and telephone number to receive bid documents.
Bids may be submitted electronically online via eVA using the Bidder’s established eVA
Supplier Account. The entire bid response including any / all attachments and any / all
addenda must be submitted electronically in eVA no later than the closing date and time
stated on the electronic solicitation posting.
In addition to the electronic submission, submit a paper copy sealed bid to the Director of
Public Services in accordance with this solicitation.

It is the responsibility of the Bidder to ensure the bid and all required attachments are
properly completed, readable and uploaded to eVA by the date and time deadline stated
on the electronic solicitation posting. Bidders should allow sufficient time to account for
any technical difficulties they may encounter during online submission or uploading of
documents. In the event of technical difficulties, suppliers should contact eVA Customer

Bid Security: Bids shall be accompanied by a certified check or an acceptable bid bond
in the amount of 5 percent of the base bid.
Bidders must be licensed as Contractors in the Commonwealth of Virginia in accordance
with Title 54.1, Chapter 11 of the Code of Virginia (1950) as amended.
The Owner reserves the right to reject any Bid for failure to comply with all requirements
of this Notice or any of the Contract Documents; however, it may waive any minor
defects or informalities at its sole and unfettered discretion. The Owner further reserves
the right to reject any and all Bids or to Award the contract which in its judgment is in the
best interest of the Owner.
