REBID of Pinelands Park Landfill Post Closure Activities

Pinelands Park Landfill is a closed municipal waste landfill located on Ocean Heights Avenue in Egg Harbor Township, Atlantic County, New Jersey. The landfill closed in 1992 and is currently in year 33 of the post closure period. For the benefit of Atlantic County rate payers, the ACUA has assumed ownership and responsibility for post closure monitoring and maintenance activities at the site.

The landfill property includes a total area of approximately 160 acres with a permitted landfill footprint of 134 acres. The landfill accepted municipal solid waste until 1990. Since completion of the landfill closure the final cover surface was converted into a golf course known as “McCullough’s Emerald Golf Links”. The creation of the golf course did not cause any disturbance of the existing final cover.

The ongoing monitoring and maintenance of the site is financed through an NJDEP/BPU escrow fund. The prospective proposers should note that payment for services required in this RFP will be submitted to NJDEP for escrow withdrawal. Payment to vendor will occur upon receipt of funds from the NJDEP/BPU escrow fund.

The Atlantic County Utilities Authority (ACUA) owns and operates a Solid Waste complex in Egg Harbor Township, Atlantic County, NJ, known as the Howard F. Haneman Environmental Park, and a Wastewater Treatment Facility in Atlantic City, Atlantic County, NJ, known as City Island Treatment Plant.

The Solid Waste facility is home to an active landfill, a recycling center, composting site, and ancillary facilities. The site is home to a renewable natural gas (RNG) landfill methane project. The ACUA’s solid waste complex is located at 6700 Delilah Road, in Egg Harbor Township, New Jersey. The site consists of approximately 360 acres with approximately 102 acres representing the landfill footprint.

The Wastewater Treatment Facility has been in operation since 1978 and services 14 communities in Atlantic County. It is home to the Jersey-Atlantic Wind Farm, a 7.5 MW wind farm that is privately owned and from which the ACUA purchases approximately 12 million kWh per year of electricity. In addition, the facility also houses a 500 kW solar PV system.

The ACUA is responsible to the residents of Atlantic County to be financially prudent and environmentally responsible.
