Real Estate Development Advisory Services

Project Description: 1.1. The purpose of this Request for Proposal (RFP) is to solicit sealed proposals to establish a five (5) year term contract(s) through competitive negotiation for the provision of Real Estate Development Advisory Services for the County of Fairfax, Virginia. (Ref. STATEMENT OF NEEDS).
1.2. Qualified offerors are encouraged to submit a proposal for planning and real estate development advisory services to assist County staff, or the staff of any of the County’s affiliated authorities or boards such as the Fairfax County Public Schools, FCRHA, or the FCPA, in research and/or creation of general solicitation, evaluation of development proposals received for provisions of housing, office, public facilities and/or infrastructure, and disposition of real property and related services in partnership with private firms.
These may include real estate advisory services in connection with developing, modeling and evaluating project development and financing plans; the acquisition, sale or lease of public land (including sale- leaseback, lease-leaseback or other real estate leasing and/or purchasing options).
The County and its affiliated boards and authorities expect to undertake projects in their proprietary capacity as the owners of the properties and will treat themselves as any other applicant as the project is evaluated through the County’s regulatory agencies. Any related land use actions such as rezoning, proffer condition amendments or special exceptions will be determined based on the special circumstances warranted for each project.
1.3. A qualified offeror may submit a proposal for some, or all, of the general and specialized services identified in Paragraph 4, STATEMENT OF NEEDS. The County reserves the right to award multiple contracts with the strongest providers in each service category.
