Separate sealed proposals will be received by the TOWN OF NARRAGANSETT, RHODE
ISLAND for Request for Qualifications – Real Estate Brokerage Services and /or Marketing
Firms to Market and Secure a tenant/tenants for a Long Term Lease - 35 Kingstown Road,
Narragansett, RI 02882 on or before 11:00 a.m. on Thursday, December 18, 2025 at the office
of the Purchasing Manager, 25 Fifth Avenue, Narragansett, RI and at that time will be opened and
read in public.
Specifications may be obtained at the Purchasing Office, 25 Fifth Avenue, Narragansett, Rhode
Island between the hours of 8:30 a.m. and 4:30 p.m. Monday through Friday and are available
on the Town of Narragansett website, www.narragansettri.gov.
All proposals must be submitted with one digital and three hard copies and clearly marked:

Proposals must be enclosed in an opaque envelope addressed to "Purchasing Manager, Town
Hall, 25 Fifth Avenue, Narragansett, Rhode Island 02882" bearing the name and address of the
bidder.
No bidder may withdraw his/her bid within ninety (90) days after the scheduled closing time for
receipt of bid.
The Town of Narragansett reserves the right to reject any/all bids, waive any informalities in the
bids received and to accept and award the bid to the lowest qualified bid deemed most favorable
to the interest of the Town of Narragansett.
Individuals requesting interpreter services for the hearing impaired must notify the Finance
Department (401)782-0644 three business days prior to the bid opening.

REQUEST FOR QUALIFICATIONS
I. INTRODUCTION
The Town of Narragansett, Rhode Island is soliciting proposals from qualified commercial real
estate brokers and/or professional marketing firms to secure a long-term lease for a Town
owned building, the former location of the Maury Loontjens Memorial Library located at 35
Kingstown Road, Narragansett. Ultimately, the Town seeks qualified respondents to pursue a
long-term lease with a tenant/tenants to provide an active and vibrant role in the Pier Village and
to provide value for the residents and visitors to the Town, consistent with the content of this
RFQ.
The Town of Narragansett is seeking to implement either a long-term lease of the library building
for renovation, and/or a long-term lease of the site for reconstruction for development of
appropriate businesses and/or residences. The Town may consider zoning revisions as an
incentive to achieve the Town’s vision to:
Enhance the quality of life as a place to live, work and recreate through revitalization of
the Pier Village and surrounding area.
Conserve historical / cultural resources of the area and strengthen the link to the
surrounding developments.
Encourage compatible forms of development, possibly including residential, mixed-use,
commercial development and/or cultural development which will maintain and reinforce
the overall historic character of the area.
The long-term lease of the library building is intended to increase town revenue, provide
employment opportunities for residents (particularly living-wage jobs) and improve quality of life.
The reuse of the library site is a pivotal opportunity to expand Pier Area activity while connecting
that area to the Town Beach, Ocean Road and Boon Street. Respondents should note that the
Town has not set a target use for the site and is open to consideration of all proposals for a long-
term lease.
II. BACKGROUND/SIGNIFICANT ELEMENTS
The former Maury Loontjens Memorial Library (“Library”) is a wood frame building originally
constructed in 1976, with an addition and renovations completed in 1997. A set of the as-built
drawings that were generated as part of the 1997 project are attached to this RFQ. The library is
located at 35 Kingstown Road (Tax Assessor’s Plat C, Lot 425-C and a portion of Lot 181-3). The
site devoted to the library includes a small, paved parking lot (17 spaces) and the Comfort Station
(public restroom facilities). The total lot size counting the adjacent public safety complex is
approximately 77,500 square feet. The effective area utilized by the library is approximately 33,200
square feet. The building footprint is approximately 9,139 square feet, with a crawl space
basement and a second-floor mezzanine. There is no elevator to reach the second-floor spaces.
The library is heated by gas-fired forced hot air furnace and includes a central air conditioning
system.

The library building has been well maintained and is fully functional. Recent improvements include
replacement carpeting (2008), lighting upgrades (2010), and ADA improvements to the front
entrance (2018). Approximately 20% - 25% of the roof was replaced in 2013, following Hurricane
Sandy. The roof is a combination of flat rubber membrane and asphalt shingles.
The library had supported a wide range of municipal functions, from the traditional library
operations to other community activities (i.e. movie night, lectures, classes and other programs).
The library also functioned as a “heating and cooling center” for residents during extreme weather
events.
III. SCOPE OF WORK
VISION AND PROJECT REQUIREMENTS:
The Town is seeking a firm to market the property for a long-term lease to a
tenant/tenants with experience in repurposing public buildings and bringing new life to an
existing building in a commercial / residential setting.
The primary goal of this long-term lease proposal/development will be to re-activate the site
and create uses on the site that fit in well with the local context and downtown beach area
location. The Town desires a project that will leverage location, the historic character of the
area and the Town’s many assets to create economic activity and a new attraction to the Pier
Area.
The Town of Narragansett is open to all options for the former Library property, including, but
not limited to demolition/reconstruction or repurposing the existing structure by the long-term
lease recipient.
It is the Town’s expectation to maintain long-term control/ownership of the site.
RFQ REFERENCE DOCUMENTS
Zoning:
The former library building is located in the Town’s Urban Renewal Zone. The entire
site bounded by Caswell Street to the west, Kingstown Road to the south, Beach Street
to the east and Narragansett Avenue to the north was declared by the Town Council in
1969 as a “deteriorated area within the provisions of Title 1of the Housing act of 1949”
for which the Town received funding from US/HUD for its rehabilitation. The Town
Council established the area as an Urban Renewal site and approved a plan for the
rehabilitation of the area. The “Narragansett Pier Urban Renewal Area Project number
RI. R-24 Redevelopment Plan” was drafted by James Purcell Associates of Hartford,
Connecticut in October, 1969 and accepted by the Town Council on November 29,
1969.
Since that time various amendments have been made to the RI-R-24 plan but the land
use designation has remained unchanged. The site is depicted on the attached map

entitled,” Narragansett Pier Urban Renewal Project - Proposed Boundaries and
Proposed Land Use Map Code No. R-213”, dated August 14, 2018.
SUMMARY OF REVISIONS SINCE 1969
There have been eleven (11) amendments to the original redevelopment plan since 1969:
1. Chapter 213 of the Code of Ordinances was passed on June 28, 1972. In this
revision Narragansett Avenue was abandoned and relocated to its current
position. Also, several changes were made to the allowed uses in the
commercial zone and to both commercial and multi-family dimensional
requirements. Additionally, utilities were required to be placed under ground and
street improvements were specified. The land acquisition and land use maps
were amended.
2. Chapter 242 of the Code of Ordinances was passed on September 19, 1973. In
this revision, dimensional setbacks, side yards, off-street parking and yard depth
were amended.
3. Chapter 482 of the Code of Ordinances was passed on March 21, 1983. In this
revision new changes were made to the multi-family residential dimensional
requirements. It also specified that all drainage, grading, curbing and paving be
done in conformity with a plan drafted by Alan Easterbrooks. New storefronts
facing the ocean, several mixed-use units and Pier Cinema were envisioned with
this plan.
4. Chapter 485 of the Code of Ordinances was passed on April 4, 1983. In this
revision the dimensions of parking spaces were revised.
5. Chapter 496 of the Code of Ordinances was passed on July 18, 1983. In this
revision, the phasing plan and roof pitch are specifically regulated, and mixed-use
condominiums are introduced to the plan.
6. Chapter 519 of the Code of Ordinances was passed on June 18, 1984. In this
revision flood proofing of construction below 17’ MSL is regulated.
7. Chapter 527 of the Code of Ordinances was passed on March 18, 1985. In this
revision maximum lot coverage and parking requirements for the Oceanside
condominiums are specifically amended and regulated.
8. Chapter 528 of the Code of Ordinances was passed on March 18, 1985. In this
revision text of Section 8.5.3 is revised to update the definition of the Urban
Renewal district noting its seven (7) revisions to date.
9. Chapter 761 of the Code of ordinances was passed on September 2, 1997. In
this revision the maximum height that may be allowed by the Town is increased
to 37.5 feet.
