Sealed Bids will be received on Tuesday, March 10, 2026, inside Walnut Creek Wetland Park,

950 Peterson Street Raleigh, NC 27610, in the Neuse River Room. At this place, at 1:00 PM, bids

will be publicly opened and read aloud for the construction of the Crabtree Creek Greenway at

Lassiter Mill Project.

After Bids are opened, the Owner shall evaluate them in accordance with the methods and criteria

set forth in the Instructions to Bidders. The Owner/City Council reserves the right to waive any

informality or to reject any or all Bids. Unless all Bids are rejected, Award will be made to the

lowest responsible and responsive Bidder, taking into consideration quality, performance and the

time specified in the Bid Form for the performance of the Contract.

A Non-Mandatory site visit meeting for all contractors and sub-contractors will be held at 11:00

AM on Tuesday, February 24, 2026 at Lassiter Mill Park. If you would like to attend the site visit,

please send an email to Lexi.Yates@raleighnc.gov that includes the name and email address

of the attendee(s).

The deadline for questions is Friday, February 27, 2026. Questions submitted after this deadline

may not receive a response.

The final addenda before bidding shall be issued no later than Tuesday, March 3, 2026.

Requirements for pre-bid submittals of an “or-equal” are required within 10 days of the issuance

of the Advertisement for Bids and in accordance with, Instructions to Bidders.

The Project consists generally of the following major items:

Stream restoration work, boardwalk demolition/reconstruction, 10’ greenway resurfacing

and reconstruction along Crabtree Creek from Buncombe St to Hertford Rd; sidewalk and

curb and gutter installation along Hertford Rd, 10’ Greenway on new alignment beneath

Lassiter Mill Rd, plus 10’ multi-use path with curb and gutter along Lassiter Mill Rd from

Lassiter Falls Cir to the existing greenway crossing.

With each request for Bidding Documents supply the following information: Company name,

contact person, street address, phone number, email address for Bidding point of contact; N. C.

contractor’s license (if available) with limitation and classification; indicate if the firm will be a

Prime bidder, Supplier or Sub-Contractor.

Bidders will be required to show evidence that they are licensed (if available) to perform the work

in the Bidding Documents as required by North Carolina General Statute, Chapter 87 and the

Instruction to Bidders. The contractor has 60 days to obtain a North Carolina license.

Bid Security in the amount of five percent (5%) of the Bid must accompany each Bid and shall be

subject to the conditions provided in the Instruction to Bidders.
