SUMMARY
The Department of Parks & Recreation is seeking qualified bids on full infield renovations (4 ballfields) for
competitive Little League and Softball play. Ballfields will be brought up to standard for safety, playability,
and drainage. Additional Alternate sites noted (Infield elevation maintenance, 6 fields).
BASE BID - Full infield renovation
1. CM HERNDON PARK 511 Scott King Rd Ballfield 1 and 2
2. LONG MEADOW PARK 917 Liberty St Ballfield 1 and 2
ALTERNATES - Infield elevation maintenance
1. VALLEY SPRINGS PARK 3805 Valley Springs Rd Ballfield 1, 2, and 3

CONTRACTOR QUALIFICATIONS
Interested bidders shall be deemed experienced by providing at least ONE of the following:
1. American Sports Builder Field Builder Certification (CFB) held by prime Contractor.
2. References and Owner contact information for a minimum of THREE completed INFIELD
RENOVATIONS since 2020 with DuraEdge infield fill material. New builds do not constitute
infield renovation.
CONTRACTING
Work will be contracted through a City of Durham Purchase Contract.
CONSTRUCTION SCHEDULE
Once contract is fully executed by both parties, a Pre-Construction meeting will be held on site. The
Contractor must provide a minimum of 7-day advance notice per site and complete prioritized work:
* CM HERNDON PARK on or before JULY 5, 2026 and within 14 days of start
* LONG MEADOW PARK on or before AUGUST 14, 2026 and within 14 days of start
* ALT - VALLEY SPRINGS PARK on or before SEPTEMBER 18, 2026 and within 8 days of start
* ALT - SOUTHERN BOUNDARIES on or before SEPTEMBER 18, 2026 and within 6 day of start
* ALT - PINEY WOOD PARK on or before SEPTEMBER 18, 2026 and within 4 day of start

EQUAL BUSINESS OPPORTUNITY PROGRAM

OWNER'S RESPONSIBILITIES
The Contractor may rely upon the Owner to:
* Provide access to City property and park areas as necessary,
* Review material submittals in a timely fashion,
* Hold a Pre-Construction on site with Contractor to determine staging areas and access points,
* Provide signage for park users regarding the maintenance closure,
* Inspection of work, communicate punch list, and process payments.
PROJECT CONDITIONS
1. Field Verify: Contractor shall field verify all measurements at start of contract to verify Owner-
provided material estimates.
2. Site Preparation: Contractor to provide whatever means necessary to protect all existing features
scheduled to remain within the project area including existing structures, light poles, underground
conduit/wires, irrigation, walkways and drives, guard rails, gates, signage, grass, trees, and vegetation,
parking lots, and driveways. Damage will be repaired or replaced at the Contractor's expense. It is
the Contractor's responsibility to document existing conditions in the event of a damage claim by the
facility users or the Owner.
3. Pre-Construction Meeting: Contractor and Owner's Representatives shall meet at each project site
and review Scope of Work, construction logistics, staging areas, and identify any foreseeable concerns
prior to mobilizing.
4. Material storage: Contractor to stage materials on site in agreed upon designated areas. Loose
materials must be stored on a protective surface to eliminate long lasting impact to site. Park
driveways and lots must remain open for general park use.
5. Utilities: Contractor to provide where necessary to accomplish complete Scope of Work.
6. Cleaning up: All debris shall be cleaned from work areas, parking lots, and driveways throughout
project duration. Materials to be staged neatly. At project completion, all equipment ruts to be
raked/graded smooth and treated with Bermuda seed and straw (outside of ballfield) and top dress

outfield ruts. Any park amenities (fencing, wheel stops, etc.) removed for access must be put back in
place. Dirt and debris must be swept off drives, roads, and lots.
7. Disposal: All construction debris and waste materials shall be recycled or properly disposed of off-site
at a licensed facility. Contractor is responsible for all dumping fees.
8. Submittals:
Materials remaining on site post project work require detailed submittals sent to the Owner's
Representative for review and approval prior to ordering. This includes but is not limited to:
* DURAEDGE PRODUCTS,
* BASE PLATES SYSTEMS,
* SOD, and
* FENCE CAPS

SCOPE OF WORK
I. FULL BALLFIELD RENOVATIONS
1.CM HERNDON PARK, Ballfield 1 and 2 2.LONG MEADOW PARK, Ballfield 1 and 2
A. SUMMARY
This is a turnkey infield renovation project for 60' Little League play on FOUR ballfields. The project
includes sod removal/replacement, subsurface leveling, surveying grades, replenishing existing DuraEdge
skinned infields, setting irrigation heads at finish elevation, ensuring positive drainage and player safety,
pitcher mounds, and replacement of base plates and fence caps (on two fields). Fields have existing infield
and outfield irrigation - all to remain.
The Contractor shall restore ballfields with a series of treatment, mechanical leveling, and material
amendments. The completed system shall conform with ASBA Certified Field Builder best practices and
ASTM F 2107-08 (2020).

C. EXISTING CONDITIONS - ALL FOUR FIELDS
Ballfields are showing signs of material drift, loss of precise sod edging, and loss of exact 50' Home Plate
arc. Existing conditions are not to be replicated as-is, where-is. The expectation is Contractor will
recreate true 60' Little League fields with a 2" DuraEdge skinned system and FULL sod infields as
depicted in Figure 1. Current condition infield clay strips between home plate and pitcher's mound are
to be sodded.
The Owner's material takeoff estimate is provided below for bidding equity. If additional materials are
needed, the Contractor must request a Change Order justification in writing for Owner's consideration.
Any adjustment, up or down, will be at the bid Unit Price rate. The Contractor will not be compensated
for additional materials without a fully executed Change Order. This Scope of Work and subsequent bid
shall include all material removal and proper off-site disposal, materials, freight, storage, installation,
equipment, and labor necessary to complete full infield renovations.
D. BALLFIELD RENOVATION - ALL FOUR FIELDS
1. Preparation:
Contractor responsible for proper hauling and off-site disposal for all removed materials.
a. Remove base anchors, base plates, home base clay bricks and pitching rubber. Materials to
be replaced with new. Contractor to assume fields have existing clay bricks approximately 6"
subsurface.
b. CM HERNDON PARK FIELDS ONLY - Remove fence caps.
c. Remove ALL infield sod and minimum 7' of outfield sod behind 50' arc in preparation of new
sod placement. Owner will mark irrigation head locations (9 per field).
INFIELD SOD 2,300 SQFT estimated per field
7' BEHIND 50' ARC 1,600 SQFT estimated per field
d. Prepare subsurface for sod placement.
i. Rototill 6-8" deep to loosen compacted subsoil.
e. Remove infield clay material as needed to ensure DuraEdge 2" cap renovation top-dressed
with 1/8" DuraEdge ProSlide. Subsurface elevation shall have a FLUSH infield/outfield
transition with a continuous positive drainage slope (between 0.5-1.5%) from home plate to
outfield.
CLAY INFIELD REMOVAL 100 TONS estimated per field
f. Set existing irrigation heads at proper finish elevation (9 per field).
g. Conduct a site visit with Owner to review subsurface preparation ahead of new material
installation.

2. Fence caps - CM Herndon Park, two fields
Install NEW Safety Top Cap (or approved equivalent) in YELLOW.
FENCE CAPS 1,270 LF estimate per field
3. Drag fields
a. Drag four fields.
b. Cleanup site including staging areas.
4. Irrigate
a. Contractor to ensure irrigation heads are properly set at finished elevation and new sod is watered
for 14 days.
F. CLOSE OUT
1. Cleanup
a. Clean up project and staging areas.
b. Dispose of any remaining debris.
c. Rake/grade smooth all equipment ruts outside of ballfields. Seed with Bermuda and straw.
d. Rake/grade smooth and top dress any equipment ruts inside ballfield.
e. Put back in place any park amenities removed for access (fencing, wheel stops, etc.).
f. Sweep dirt and debris off roads, drives, and lots.
2. Contractor shall provide Owner:
a. Finished elevation points and measurements.
3. Owner responsibility:
a. Provide any punch list in writing for contractor correction,
b. Process contractor final payment once all work is confirmed complete, and
c. Request inspection by DuraEdge.
