Scope of Work

T he City of Ocala is soliciting quotes from licensed general or building contractors to perform rehabilitation work of a residential home located at 1771 NE 17 th Street, Ocala, FL 34470 .? Contractor will provide all labor, materials, and equipment necessary to perform the services in strict accordance with the?Florida Building Code. ?All?work shall be coordinated with the City Project Manager.

This work includes, but is not limited to the following

  • Plumbing- Re-pipe
  • Master Bathroom -Accessible Rehab
  • Guest Bathroom Rehab
  • Kitchen Rehab
  • Electrical/Smoke Alarms
  • Replace Water Heater
  • Remove/Replace existing HVAC unit with new HVAC unit
  • Replace Flooring
  • Replace Exterior Doors
  • Replace Windows
  • Optional ? Interior Painting
  • Optional- Flooring (main living areas)
  • Optional ? Flooring (bedrooms, laundry and sleeping areas)
  • Optional ? Driveway Repair
  • Optional ? Miscellaneous Repairs
  • Permit Fees

Mandatory Pre-Bid Meeting & Site Visit

A Mandatory pre-bid meeting and site visit will be held on March 13 2019 at 9:30 A.M. at 1771 NE 17 th Street, Ocala, FL 34470. Attendance at this meeting and site visit is required in order to participate in this bid.

License Requirement

Bidder must be a State of Florida licensed general or building contractor. Contractor must register with the City of Ocala upon award.


Permit Requirement

Contractor will be responsible for obtaining the following City of Ocala permits at no additional cost to the City:

  • Building
  • Roofing
  • Plumbing
  • Mechanical

Contract Time

The required start time after the City-issued Notice to Proceed (NTP) shall be a maximum of ten (10) calendar days to begin work.? Work will be substantially completed within ninety (90) days, and ready for final payment in accordance with the Agreement within 10 day(s) after substantial completion.


Liquidated Damages

The contractor shall pay the City $100.00 for each calendar day that expires after the time specified for completion, until work is completed, and additional $50.00 per day until final completion.

Pricing

Pricing must include all costs necessary to complete this project, to include permitting fees.

Warranty

Contractor will provide a twelve (12) month material and labor warranty from the date of completion, against operational failure caused by defective material or workmanship which occurs during normal use.


General Specifications

  1. All work to be in compliance with the Florida Building Code rehabilitation specifications. For?information please visit the following link: https://floridabuilding.org/c/default.aspx

  2. Each rehabilitation job shall have the required permits (IE: building, plumbing, and electrical permits).The contractor is responsible for purchasing the permits and insuring that his/her sub-contractors purchase their required permits. All electrical, plumbing, mechanical, and structural inspections must be made by the City of Ocala Growth Management Department. The contractor is required to notify the Growth Management Department, (352) 629-8421 for each of the required inspections. When calling for an inspection, you will need the address, owners name, contractor (on plumbing and electrical inspections, the plumber or electrician is the contractor) and the permit number. The rehabilitation specialist shall sign each request for payment form as approved. When an inspection is called into the Growth Management Department before 9:00 a.m. the inspections will be made by 12:00 noon. All inspections called before 2:00 p.m. will be made by 5:00 p.m. The City of Ocala Growth Management Department makes ¡°same day¡± inspections.

  3. Hours of work are Monday ? Friday 8:00 AM ? 5:00 PM. No work will be permitted on City observed holidays.

  4. Contractor will be responsible for inspector¡¯s overtime.

  5. Saturday work must be approved, in writing, at least forty-eight (48) hours in advance.

  6. Contractor to supply ¡°Porta John¡±.

  7. Contractor to supply appropriate sized construction skip for demolition/construction debris.

  8. All company trucks must have a visible logo on the outside.

  9. All employees must have a shirt with company logo and/or a badge with picture ID, company name and employee name to be worn at all times.

  10. Work areas to be cleaned of debris daily by the contractor.

  11. Contractor must make sure the personnel shall abide by the City¡¯s smoking regulations. Smoking is not permitted in any City buildings or work sites .

  12. In the event of default by the awarded vendor, the City reserves the right to utilize the next rated bidder meeting specifications as the new vendor. In the event of this occurrence, the next rated bidder meeting specifications shall be required to provide the items at the prices as contained on their proposal for this specification.

  13. Work shall be completed immediately.

Contractor Operations

  1. Contractor will operate as an independent contractor and not as an agent, representative, partner or employee of the City of Ocala, and shall control his operations at the work site, and be solely responsible for the acts or omissions of his employees.

  2. The contractor shall obtain and pay for any and licenses, additional equipment, dumping and/or disposal fees, etc., required to fulfill this contract.

  3. The contractor must have sufficient equipment to complete work. The City will not pay for rental of additional equipment, purchases of equipment, etc.

  4. Contractor and employees will be courteous to the public at all times while at the work site.

  5. Contractor must provide a valid telephone number and address at all times to the City Project Manager. The telephone must be answered during normal working hours or voicemail must be available to take a message.

  6. All wages, taxes, and workman¡¯s compensation of all contract employees shall be paid by the Contractor.

  7. If the contractor is advised to leave a property by the property owner or their representative, the contractor shall leave at once without altercation. Contractor shall then contact the City Project Manager within 24 hours and advise of the reason for not completing the assigned project.

  8. It is understood and agreed that the contractor shall not assign, sublet, or transfer any of the rights and duties under the terms of this agreement without written approval of the city.

  9. The contractor will exercise every necessary precaution for the safety of the property and the protection of any and all persons and/or property located adjacent to or making passage through said property. All claims and repairs are to be made by the contractor in a timely manner (48 hours).

  10. No work shall commence, nor will any permits be issued, until all associated contracts have been approved and signed by all applicable parties involved.
