QUESTIONS DUE:
This Addendum No. 2, including all referenced attachments, modifies, amends, and
supplements designated parts of the Contract Documents to the above-referenced project and
shall be part of the Contract Documents as provided in the “Instructions to Bidders” for the
above-referenced project.
Acknowledge receipt of this Addendum by inserting its number and date on page 00 41 00 – 1
of the Bid Form. Failure to do so may subject the Bidder to disqualification.
The Contract Documents are hereby modified, amended, and supplemented as follows:

SPECIFICATIONS
1. SPECIFICATION 00 41 00 – BID FORM: REMOVE Section 00 41 00 in its entirety and
REPLACE with Attachment 1.
2. SPECIFICATION 01014 – Construction Sequence and Schedule Requirements:
ADD the following after Paragraph 1.08.A.8:
“9. Owner shall provide direction, if applicable, to prioritize outreach and replacements
on specific streets prior to proceeding to replacements in the remainder of the contract
areas.”
3. SPECIFICATION 01025 – MEASUREMENT AND PAYMENT:
a. ADD the following new paragraph after Paragraph 3.12.C.2:
“3.13 LIQUID ASPHALT PRICE ADJUSTMENT ALLOWANCE (ITEM S-6)
A. General
1. Liquid Asphalt Price Adjustment Allowance (Item S-6) will be
utilized to account for fluctuating costs of liquid asphalt in Bid
Items 1G, 1H, 1I.2, and S-5B from the established base price
established herein.
B. Measurement
1. (Item S-6) Liquid Asphalt Price Adjustment Allowance - shall
be measured on a per ton basis for each month liquid asphalt is
purchased and price adjustment calculated as further described
below in the Payment section.
C. Payment
1. Payment for Item S-6 Liquid Asphalt Price Adjustment
Allowance shall be as follows – Price and payment will be made
in the event the performance of the work, including change orders,
requires liquid asphalt that differs from the Base Price which is
established as $640.00 per ton. The liquid asphalt price
adjustment shall be calculated in accordance with the formula and
relevant instructions published in the most recent edition of the
Rhode Island Department of Transportation Standard

Specifications for Road and Bridge Construction Section 938 Price
Adjustments. All invoices for payment shall be accompanied by
the calculation of the price adjustment including the Period Price
for liquid asphalt for any one-month period following the Notice to
Proceed during which the Period Price increases or decreases
from the Base Price.
4. SPECIFICATION 01300 – SUBMITTALS:
a. ADD “asbestos pipe handling and safety measures,” to Paragraph 1.01.B.2.e
immediately after “types of hazards onsite,”.
b. ADD “02663 Pipe Insulation” to the Preliminary Shop Drawing List - Construction
Materials in Paragraph 2.01.A.
5. SPECIFICATION 02663 – WATER SERVICE CONNECTIONS: ADD the following
paragraph after Paragraph 2.11.D:
“2.12 INSULATION
A. Insulation kits consisting of preformed rigid polyisocyanurate or polyurethane foam
half-shells and 12-mil thick black polyethylene tape shall be used for field application
of insulation for pipe, fittings, and joints. The polyethylene tape jacket shall have a
modified butyl rubber adhesive to ensure positive adhesion to the foam insulation
and shall be field applied with a minimum of ¾-inch overlap for one layer, or a 50%
overlap for a two layer finished product.
B. Insulation should only be used when services are installed with less than 4.5-feet of
cover and Engineer/Owner has approved the piping depth.”
6. SPECIFICATION Appendix A – Contract Addresses: REMOVE Appendix A in its
entirety and REPLACE with Attachment 2.

WRITTEN QUESTIONS AND COMMENTS SUBMITTED
1. QUESTION: The project deadline listed for questions in the specifications is 3/27 but it
wasn’t advertised for bid until 3/25, see below. Is this a typo? Please advise.
ANSWER: Refer to Addendum No. 1 for revised date.
2. QUESTION: Also, two weeks is not a lot of time to prepare a bid of this size. Since us
along with two other bidders already bid the original project, can you please provide all
bidders with an outline of what the differences are between the two bids please. This will
save all of us a lot of time in preparing this re-bid.
ANSWER: It is the bidder's responsibility to fully examine the Contract Documents
thoroughly before submitting a bid.
3. QUESTION: Also, can you please provide the bid unit pricing from the three bidders on
the original bid. I don’t recall ever seeing the bid tabulation from the original bid on
February 9, 2026.
ANSWER: Bid packages opened during Board of Contract and Supply meetings are
publicly available on the City of Providence website.
4. QUESTION: Is there a liquid asphalt escalation clause in this contract in accordance
with RIDOT standards? Given the volatility of the current oil market, it is a concern for
GCs and paving contractors.
ANSWER: Refer to this Addendum No. 2.
5. QUESTION: Can an item be added for concrete sidewalk restoration by the SY? That
would help bidders to separate costs as right now the few bid items included in these
bids are a “catch all” for a large number of misc. work that is sometimes used and
sometimes not used, but you have to carry it just in case.
ANSWER: No, the concrete sidewalks will remain under the replacement bid items.
