Rowan Community Center Concourse & Exterior Signage Renovations

Rowan County is soliciting Sealed Bids from qualified contractors for renovations to the Rowan

Community Center in Salisbury, NC. Bids will be received at the location listed below until the date and

time listed:

Received bids (base and alternates) will be publicly opened and read aloud after the bids have been

received on the date above at the Rowan County Administration Building – J. Newton Cohen Sr. Room,

2nd Floor - Board of Commissioners Meeting Room.

Optional Pre-Bid Meeting will be held March 30th, 2026 at 10:00 a.m. at the location below:

Bids will be received for Single-Prime. All proposals shall be lump sum. The extent of the work is shown

on the drawings and specified in the project manual. Submit one complete bid packet with the Bidder’s

name, license number, and project name clearly written on the outside. This packet must contain two

separately sealed envelopes, each clearly labeled with its contents. One envelope should include the Bid

Form and all required enclosures. The second sealed envelope should contain the Bid Bond. Both sealed

envelopes must then be placed inside the main bid packet envelope and submitted together as one bid

“packet.” The outermost package should clearly be labeled “Rowan Community Center – Main

Concourse”. No responsibility shall be attached to Rowan County (the County) for the premature

opening of any bid not properly addressed or identified.

copies of plans and specifications for this project can be obtained from ADW Architects, Six Coliseum

Centre - 2815 Coliseum Centre Drive, Suite 500, Charlotte, NC 28217. Plan Deposit: Two Hundred

Fifty Dollars ($250.00) in cash or certified check written out to ADW Architects.

Plans will also be available at the following locations: 1) Construct Connect, Inc.,

www.constructconnect.com; 2) the Blue Book Building and Construction Network,

www.thebluebook.com.

Questions about the specifications and/or bid documents should be addressed to the ADW representative

(Darian Walker, AIA, NCARB, dwalker@adwarchitects.com, 704.778.6608) or to the Rowan County

Purchasing Director. Any questions must be submitted, at the latest, seven days prior to Bids Due day

(i.e., by April 8th, 2026 @ 2:00 p.m.). Addendum will be issued April 10th 2026.

Each proposal must be accompanied by a cashier’s check issued by or a certified check drawn on a bank

of trust company insured by the Federal Deposit Insurance Corporation payable to Rowan County in an

amount of five percent (5%) of the gross amount of the proposal or by a bond in the above amount

executed in accordance with and conditioned as prescribed by G.S. 143-129, State of North Carolina. If

the successful bidder fails to give satisfactory surety as required by law, the Owner will retain the above

deposit. All contractors are hereby notified that they shall be properly licensed under the state laws

governing their trades.

The Awarded General Contractor shall furnish a Performance Bond and Payment Bond for one hundred

percent (100%) of the Contract Amount. All costs, premiums, and fees associated with obtaining and

providing these bonds shall be included in the base bid and in all alternate bids. All bidders are hereby

notified that they must be duly qualified under the applicable state laws governing their respective trades

and must possess a valid license authorizing them to perform work within the jurisdiction of the project.

The respondents shall not take advantage of any errors or omissions in this ITB and shall promptly notify

the County of any omissions or errors found in the bid documents and specifications.

Rowan County reserves the right to reject all bids, to waive informalities and technicalities, and to cancel

the Bid Process at any time. Receipt of a signed proposal shall be considered an offer on the part of the

respondent. The terms, conditions, and specifications of this ITB will become part of the contract if the

proposal is deemed approved and accepted by the County. In the event of a default on the part of the

respondent after acceptance by the County, the County may take such action as it deems appropriate,

including legal action for damages or specific performance.
