General Notice

The Town of New Hartford (Owner) is requesting Bids for the construction of the following Project:

Rayhill Memorial Trail Remediation

Bids for the construction of the Project will be received at the Town of New Hartford located at The Orchards, 8635 Clinton Street, New Hartford, New York 13413, where Bids will be received, until October 2, 2025 at 10:00 a.m. local time. At that time, the Bids received will be publiclyopened and read aloud. Bids received after that time will not be accepted. All interested parties are invited to attend.

The Project includes the following Work:  approximately 4,150 l.f. of reconstructed asphalt walking trail; approximately 7,800 s.y. of stream bank reinforcement; approximately 80,000 c.y. of flood bench earthwork; approximately 500 l.f. of sheet piling; approximately of 1.5 acres of constructed wetlands; approximately 1,500 l.f. of sanitary sewer relocation; approximately 410 l.f. of storm sewer relocation; and 6 in-stream stone grade control structures.

Owner anticipates that the Project’s total bid price will be approximately $6 million. The Project has an expected duration of approximately 2 years.

Obtaining the Bidding Documents

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office Monday through Thursday between the hours of 8:00 am to 5:00 pm beginning August 20, 2025. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.

A Pre-bid Meeting for prospective bidders will be held on September 16, 2025 at 10:00 a.m., at the Town of New Hartford offices.

Bid Documents may be obtained in person, US Mail, FEDX (provide your FEDEX account number),or electronically from the Issuing Office, Dunn & Sgromo Engineers, at 5800 Heritage Landing Drive, East Syracuse, New York 13057, telephone: (315) 449-4940. A drone video of the project area is also available upon request.

Printed copies of the Contract Documents and Specifications, and drawings may be obtained by paying a deposit (checks only) of $50.00 for hard copy, or $15.00 for a USB Flash Drive, payable to Dunn & Sgromo Engineers, PLLC, or free via email.  Bidders who return full sets of the Contract Documents and drawings/Flash Drive in good condition within 10 days after receipt of Bids will receive a full refund.

This project is subject to all state and local governing laws and regulations, and New York State Department of Labor Prevailing Wage Rates are to be paid under the Contract. The Town of New Hartford reserves the right to waive all irregularities in Bids, and in bidding, and to reject any or all Bids, or rebid the Project at the Town Board’s sole discretion.
