1.0 GENERAL INFORMATION

1.1 PURPOSE OF REQUEST FOR PROPOSAL (RFP)

The South Dakota Department of Health (SD DOH) was recently awarded the Rape Prevention Education (RPE) grant by the Centers for Disease

Control and Prevention. The grant focus is primary prevention and stopping sexual violence before it begins. The RPE program encourages the

development of comprehensive prevention strategies using the public health approach and social ecological model as guiding frameworks. These

frameworks guide the recipients to implement a range of activities to address the ways individual, relationship, community, and societal factors impact

sexual violence.

Thus, the SD DOH is seeking proposals from organizations to provide a Rape Prevention Coordinator to assist in grant management support and

implementing the primary prevention strategies/activities and protective factors related to these strategies.

Strategy 1 – Build Infrastructure for sexual violence (SV) Prevention

Activity 1A: Internal Program Capacity

Activity 1B: Build the capacity of partner organizations to promote health equity.

Activity 1C: Conduct an existing primary prevention capacity assessment with a focus on health equity.

Activity 1D: Participate in CDC-sponsored programs and activities.

Strategy 2 – Develop a State Action Plan

Activity 2A: Develop or enhance a state action plan to support state and community-level SV implementation of SV prevention.

Activity 2B: Leverage multi-sector partners and resources towards SV prevention.

Activity 2C: Participate in meaningful engagement with SA coalitions, representatives from underserved communities in the State, and

other collaborators working to prevent SV.

Strategy 3 – Implement SV Prevention Approaches

Activity 3A Identify, implement, and adapt SV prevention approaches that increase health equity through reduced disparities in target

SDOH, with a focus on implementation at the community and societal levels.

1.2 ISSUING OFFICE AND RFP REFERENCE NUMBER

The Office of Child and Family Services (OCFS), Division of Family and Community Health is the issuing office for this document and all subsequent

addenda relating to it, on behalf of the State of South Dakota, Department of Health. The reference number for the transaction is RFP # 24-0904004-

021. This number must be referred to on all proposals, correspondence, and documentation relating to the RFP.

1.4 SUBMITTING YOUR PROPOSAL

All proposals must be completed and received in the South Dakota Department of Health, Office of Child and Family Services by the date and time

indicated in the Schedule of Activities.

Proposals received after the deadline will be late and ineligible for consideration.

The bidder may submit one (1) electronic original copy of the proposal to the Department no later than the date and time indicated in the Schedule of

Activities.

All proposals must be electronically signed by an officer of the responder legally authorized to bind the responder to the proposal on the form intended

by the respondent. Proposals that are not properly signed may be rejected.
