RAILROAD SQUARE REVITALIZATION

Sealed bids will be received by the City of Torrington, at the office of the City Purchasing Agent, City Hall, Room 206, 140 Main Street, Torrington, Connecticut until March 13, 2025 at 11:00 A.M., at which time and place they will be opened and reviewed. In the event of the closure of City Hall, the bid will be opened on the following business day at 11:00 AM that City Hall is open. No fax or e-mail Bids will be accepted.
The Railroad Square Revitalization Project, scope includes the extension of the Sue Grossman Greenway from Water Street to 160 Church Street, including road, sidewalk, and crossing improvements along John Street, and the installation of 10 ft wide trail on John and Mason Street; construction of a new pedestrian promenade at 136 Water Street, creating a public walkway between the train station, greenway, parking, and community amenities, which will include green spaces, lighting, seating, and way-finding signage; and redevelopment of John Street including conversion to a one-way street with new granite curbing and sidewalks; as well as partial-depth reconstruction of Mason and Church Streets with new granite curbing, sidewalks, lighting, and minor drainage improvements; mill and overlay of Water Street with new sidewalks, paver amenity strip, bump outs, lighting, and minor drainage improvements; and a new parking lot and pocket park at Torrington Christmas Village and is designated AS “RAILROAD SQUARE REVITALIZATION PROJECT” for the City of Torrington.

A bid bond in an amount not less than five percent (5%) of the amount of the bid shall accompany each bid. A non-collusion statement for Prime Contractor and any addendum acknowledgement must also be submitted at the time of the bid. The successful bidder will be required to provide a performance, labor, and materials bond in an amount equal to one hundred percent (100%) of the accepted bid.
The City of Torrington reserves the right to accept or reject any or all bids, to waive technicalities, or to award the contract to a bidder other than the lowest bid, and to award the contract as it feels will best serve the public interest.
There will be an optional pre-bid conference on the site at 10:00 A.M. on February 25, 2025, at the intersection of John Street and Mason Street, Torrington, CT
All bids will be considered valid for a period of sixty (60) days.
State law requires a minimum of twenty-five (25%) percent of the state-funded portion of the contract for award to subcontractors holding current certification from the Connecticut Department of Administrative Services (“DAS”) under the provisions of CONN. GEN STAT. §§ 4a-60g, as amended. (25% of the work with DAS certified Small and Minority owned businesses and 25% of that work with DAS certified Minority, Women and/or Disabled owned businesses.) The contractor must demonstrate good faith effort to meet the 25% set-aside goals.
