Railroad Infrastructure Improvement Project
DRA Grant # FY2024 7268
Sealed bids from licensed contractors for construction of Railroad Timber Bridge Construction will be received by the Southeast Arkansas Economic Development District, Inc. (SEAEDD) 315 East 8th Ave., Pine Bluff, AR 71601 until 2:30 PM CDT, July 23, 2025, and then at said location publicly opened and read aloud at 3:00 PM CDT, July 23, 2025.
The scope of work consists of repair of three (3) timber bridge structures on the North Louisiana & Arkansas (NLA) Railroad including Bridge Mile Post locations 30.80, 38.80, and 39.70. Work repair to timber bridge structures includes stringer replacement, pile posting, deck tie replacement, guard rail replacement, backwall, and bent repairs. Information to Bidders, DRA grant requirements, Bid and Contract Forms, Plans, Specifications, and other contract documents may be examined and obtained by contacting SEAEDD.
The owner reserves the right to waive any informalities or to reject any or all bids. Bidders may not withdraw their bids within 30 days after the date of bid opening and must provide bid bonds as required. All bidding processes shall be in accordance with State law.

Prior to the receiving bids, the bridge locations will be available for inspection by potential Bidders, with 24 hours advance notification to the NLA Railroad. To request a pre-bid bridge review, contact the NLA Railroad:
