Radus Metronome Software (SW)

This Notice of Intent serves as the pre-award synopsis required under FAR 13.105. This sole source falls under the Authority of Federal Acquisition Regulation (FAR) Part 13.106-1(b)(1) - for purchases not exceeding the simplified acquisition threshold, only one source reasonably available.

The Defense Health Agency (DHA), Fort Sam Houston, TX intends to issue a sole source firm fixed price purchase order to 1950 Roland Clarke Place, Reston VA 20190, United States, for Radus Metronome Software. This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals currently. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Any submittals will not be returned to the responder.

The Radus Metronome Software (SW) is a commercial application lifecycle management tool provided only by Radus Software and is designed specifically for the Scaled Agile Framework (SAFe) and Lean Agile. It provides real-time visibility into application performance and helps to identify and resolve performance bottlenecks. Radus Metronome - Orchestrated Agile software helps organizations monitor and optimize the performance of their applications. This product is critical to the success of planning and strategy to EIDS' future as due to product management aligned to SAFe. It is used by the DHA to monitor and optimize the performance of its software applications, which include EHRs, patient scheduling systems, and financial systems.

The sole authorized reseller of Radus Metronome is Radus Software, LLC, at 1950 Roland Clarke Place, Reston VA 20190, and no other company makes a similar or competing software. The Radus Metronome SW is highly integrated into the DHA systems. Considering an alternative to this SW would create a halt in operations while awaiting the ATO approval of the new software. The implementation of a new software system would result in duplication of costs associated with training and implementation of the new software which the DHA has already invested when Radus Metronome SW was purchased. The delays associated with the implementation of a new SW can potentially lead to a break in service, duplicative SW engineering cost, and additional testing to integrate a complex SW with multiple tools/SW systems throughout the Enterprise.

A determination not to compete this requirement based upon responses to this notice, is solely within the discretion of the Government. However, if a competitive solicitation is released, it will be synopsized on the Governmentwide Point of Entry (SAM.gov). It is the responsibility of potential offerors to monitor the Governmentwide Point of Entry for additional information pertaining to this requirement. All interested sources may submit a capability statement that identifies business size, along with authorized letter from the manufacturer (with detailed information and convincing evidence) that clearly demonstrates the authority to provide Data Aggregation and Collection Application Software as outlined above.
