Requst for Information (RFI) - Award Term
Subject: Industry Insights on Use of an Award Term Contract Under the RFAAP Supply, Modernization and Operations Contract
This Request for Information (RFI) solicits input from potential offerors regarding the potential use of an award term incentive contract for the operation of RFAAP. Given the critical nature of this acquisition, incentivizing and rewarding superior performance to the maximum extent possible is a key component of the acquisition strategy. The Government is contemplating incorporating award terms rather than options. The ten-year base period remains the same as contained in the W519TC-25-R-0045 Draft Solicitation; however, the Government is considering including two (2) ten-year award terms, instead of option periods (beginning in contract year’s 11 and 21, respectively). The award terms would be awarded based on performance under an award term plan. This plan would define the methodology used to evaluate the contractor’s performance against objective criteria and would establish the level of performance required for earning additional contract periods.
Potential offerors are encouraged to provide their insights regarding award term contracts for the Government’s consideration. Additionally, offerors may offer input concerning how this change would impact their perception of the RFAAP opportunity. Responses will be used to inform the final contract structure and potential award term criteria. Additional specific information requested includes the following:
