City of Austin Academy Police Training Academy

Racial Bias Awareness Training

1.0 Purpose

In alignment with City Council Resolution 66 and with the Austin Police (APD) Strategic Plan (2024-2029), the Department has mandated racial bias awareness training for each cadet class that includes a focus on our local Austin communities, a predominantly discussion-based format, and an applicability to modern policing. The curriculum shall focus on a general understanding of heuristics, the impacts of implicit biases, perceived systemic and structural inequalities, and strategies to recognize and disrupt biased thinking and practices.

Contractor shall have at least five years of experience working in professional environments and teaching adults or an advanced degree(s) (Masters or PhD) in fields related to the work, and have not less than five years' experience facilitating discussions around sensitive, impactful topics with fairness and an open-mindedness toward diverse viewpoints.

2.0 Contractor's Obligations

The Contractor shall fully and timely provide all deliverables described herein, in strict accordance with the terms, covenants, and conditions of the Contract and all applicable Federal, State, and local laws, including Texas Commission on Law Enforcement rules and regulations.

3.0 Term of Contract

The contract shall remain in effect for an initial term of 12 months or the City terminates the Contract. The Contract may be extended beyond the initial term for up to two (2) additional 12 month periods at the City's sole option.

Total contract amount shall not exceed $20,000 per year.

4.0 Tasks/Requirements

4.1 Contractor's Responsibilities:

To accomplish the work described here, the Contractor shall perform each of the following tasks:

4.1.1 The Contractor shall provide one (1), one (1) day training session for classes between 1 to 50 cadets in addition to participation from Training Academy staff and any contractor supplied instructors and community members.

4.1.2 The contractor's training sessions shall be at least 7 hours and no more than 8 hours inclusive of lunch and breaks.

4.1.3 Scheduling will take place in coordination with the City's Contract Manager or designee.

4.1.4 Contractor shall provide appropriate, updated instructor and lesson information, including lesson plans, presentations, handouts, and credentials and instructor biographies in advance of instruction as required by the Training Academy. Should the contractor subcontract the services of community members for participation in the training, a completed roster shall be provided to the City's Contract Manager or designee within five (5) days of the conclusion of the training.

4.1.5 The Contractor shall provide up to two (2), one (1) day training sessions for classes between 51 to 100 cadets in addition to participation from Training Academy staff and any contractor supplied instructors and community members.

4.1.6 While it is preferred that community members be involved in this training, that discretion will be left to the contractor. If community members are to be included in the training, Contractor shall recruit and handle all coordination for those guests.

4.1.6.1 The number of community members recruited may not exceed the equivalent of 25% of each cadet class per session.

4.1.7 Contractor shall provide all associated materials necessary to perform services under this contract, including in-person facilitation of said training.

4.1.8 Contractor shall provide a comprehensive analysis of participant responses. No APD staff names or identifiable information shall be captured in any analysis and any survey responses shall be anonymous and provided in full to the Contract Manager.

4.1.8.1 The required report shall be provided to the City Contract Manager or designee within 30 business days of the final session for a specific academy class.

4.1.8.2 Contractor shall provide administration (collection of data) in coordination with the City's Contract Manager or designee.

4.1.8.3 All raw, anonymized data collected shall be provided to the City Contract Manager or designee within 30 business days of the final session for a specific academy.

4.1.9 Contractor shall ensure client confidentiality and retain all class notes and collected data in a secure location and provide the City with a copy of the Contractor's confidentiality and retention policy.

4.1.10 Contractor shall invoice the City per Department policies at the conclusion of the training(s) provided for each cadet class. The attachment shall include:

4.1.10.1 Participating community member roster (as applicable),

4.1.10.2 All collected raw data, including evaluations, and

4.1.10.3 Brief data summary.

Activities accomplished outside the contract scope of responsibilities will not be funded under this contract.

4.2 City's Responsibilities:

In order to accomplish the work described here, APD will perform each of the following tasks:

4.2.1 Schedule and coordinate training sessions with the Contractor.

4.2.2 Review Contractor submitted invoices and request revisions as needed.

4.2.3 Review provided programmatic documentation submitted by the Contractor.

4.2.4 Conform that programmatic information complies with the terms as set forth under this scope of work and request revisions as needed.

5.0 Specific Invoice Requirements

6.0 Designation of Key Personnel

The City and the Contractor resolve to keep the same key personnel assigned to this engagement throughout its term. In the event that it becomes necessary for the Contractor to replace any key personnel, the replacement will be an individual having equivalent experience and competence in executing projects such as the one described herein. Additionally, the Contractor shall promptly notify the City and obtain approval for the replacement. Such approval shall not be unreasonably withheld. The Contractor's and City's key personnel are identified as follows:
