award. The contractor will provide a full suite of targeted advertisement solutions multi-channel
options for reaching our Minority Veteran population. The requested advertisement solution
shall provide addressable display, addressable streaming, and social media targeting. The
requested solution shall provide a targeting strategy which is calculable showing real results and
data-driven analysis and outcomes.
This procurement has been set-aside 100% for award to Small Business concerns. Offers from
other than Small Business concerns will not be considered and shall be rejected. Anticipated
award date is June 2, 2025, for a period of Six (6) months.
Solicitation packages will be available on or about May 16, 2025. Electronic solicitations may be obtained at no cost from the following URL: www.SAM.gov. All questions will be answered via Solicitation amendment. Questions must be submitted in writing to the Contract Specialist at the following e-mail address: Jacob.bishop@va.gov no later than 4:30 p.m. (ET) May 21, 2025.
Quotations are due no later than 4:30 p.m. (ET) on May 26, 2025, by email to
