Description
The U.S. Environmental Protection Agency (EPA) intends to negotiate on a sole source basis with Metropolitan Architects and Planners (MAP), under the authority of FAR Part 6.302-1, for a one (1) year bridge contract to provide continued Space Planning and Design support for the EPA¿s nationwide consolidation efforts currently underway under contract EP-W-15-009 with MAP. MAP currently provides space planning and design support for several EPA regional offices, as well as Headquarters in Washington, DC with the current contract expiring on September 2, 2020. The EPA is in the early stages of the pre-award process for the follow-on contract, anticipating a small business set-aside; however, a new contract will not be awarded prior to the existing contract¿s expiration. The space planning and design activities performed throughout the agency are critical activities for the agency to begin realizing significant rent savings, consistent with OMB Memorandum M-12-12 Section 3: Reduce the Footprint Policy (RTF). EPA believes that MAP with its experience in working the current contract, is uniquely qualified for this short term additional effort and MAP is the only responsible source able to perform this 1 year effort due to its combination of expertise, knowledge of the facilities, and familiarity with ongoing projects required to meet EPA¿s critical deadlines. A break in services would be detrimental to each project and would result in serious delays for the agency and cause double rent and costly holdover fees in facilities to be vacated as a result of the consolidations. Of the several high-profile mission projects that need to be completed within fiscal year 2021, MAP¿s services are critical to successful completion of the following: 1. MAP is providing support to EPA in optimizing its real estate footprint by efficiently consolidating space. It has provided support over the past 5 years to EPA in accomplishing rent reduction in six of the ten regional offices. Work on four regional offices (Region 3, 4, 5 and 6) is on-going or on hold until its completed (60% complete). 2. Region 3 HQ (65% complete)- The existing Region 3 lease in Philadelphia is expiring end of 2021. GSA has procured a new lease in downtown Philadelphia for EPA¿s relocation. MAP is currently providing support to EPA with planning and designing its new space. MAP developed the program, design concepts and design intents as deliverables under the current contract. This project is on a tight timeline with potential for significant penalties if project is delayed. The $30 million project requires continued client representative services including review of construction bids anticipated in September/October 2020 to assess the allocation of costs between tenant and shell components. This is a very technical task, only possible for MAP to complete as being involved from the beginning of a project and familiar with detailed issues identified during design development. In addition, EPA is responsible for procurement of furniture that requires to be installed per the lessor¿s construction schedule. MAP is currently assisting the agency in procurement, design, as well as review of installation drawings and bill of materials to maintain the schedule. MAP is also responsible for responses to Requests for Information (RFI) from the lessor¿s team during construction. This also requires review and approving shop drawings for EPA on the installation of mill work, high density filing etc. MAP provides services to EPA in quality assurance during construction, final review of build-out and furniture installation, development of punch lists and accepting or rejecting space. 3. Headquarters Consolidation- On-site services. EPA is in the process of consolidating its Potomac Yard facility components from Virginia within the Federal Triangle Complex (FTC) in Washington DC. MAP is working on various aspects of this consolidation effort under the current contract. It developed the Master housing plan, space alterations and furniture reconfigurations, and Design Intent Documents with input from all 13 EPA programs. MAP has supported EPA in the coordination of the plan with GSA on various alterations and RWA projects, etc. The impact of COVID19 has delayed implementation and the schedule by a year. Since the leases at Potomac Yard are expiring EPA is considering relocating employees from PY first and subsequently re-aligning organizations through phased reconfigurations to match each organization¿s spatial need. In order to accommodate the 1,000 personnel moving from Potomac Yard many private offices, workstations, and support spaces need reconfiguration in the WJC North, South, East, West and Ronald Reagan Buildings. The consolidation requires implementation of over 100 projects involving reconfigurations. MAP¿s role in this implementation is critical as they are aware and familiar with agreements between the 13 programs, are familiar with spatial characteristics of various EPA buildings, and understand the interdependency of various projects to maintain schedule and costs. 4. Other on-going projects requiring continued MAP services for: the Las Vegas Consolidation (75% complete)- A 20-year lease has been signed by GSA to consolidate EPA components in two buildings located at La Plaza in Las Vegas. MAP¿s support is required with review of construction documents, procurement of furniture and monitoring of construction, furniture installation and occupancy; and the Program of Requirements for facilities with expiring leases (35% complete)-Lease terms for two EPA installations are coming to an end in the next two to three years. GSA is requesting that the Program of Requirements (POR) be prepared for both to accompany a Request for Lease Proposal (RLP) for replacement leases. EPA requires that POR¿s for Guaynabo in Puerto Rico- Region 2 and for EPA HQ in Region 10- Seattle be prepared. This requirement will utilize FAR Part 15. The North American Industry Classification System (NAICS) code is 541611, Administrative Management and General Management Consulting, with a small business size of $16.5M. The anticipated Period of Performance will be a 1-year period starting September 3, 2020. This contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) contract with the potential for both fixed price and time and materials task orders, with a maximum ordering ceiling of $4,000,000.00. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. Notwithstanding, any firm that believes it is capable of meeting the EPA¿s requirement may submit a capability statement which must address the outlined requirements above. Such documentation must be submitted to the Contracting Officer by 11:59pm Eastern Time on June 26, 2020. A determination not to compete the proposed IDIQ contract based upon the responses received to this notice is solely within the discretion of the Government.
