(ii) Solicitation number 140R2025Q0066 is issued as a Request for Quote (RFQ).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-05, as of August 7, 2025.
(iv) This acquisition is open market, Women Owned Small Business (WOSB) set aside. The NAICS code is 541690 and the size standard is $19 million.
(v) The contract line items are listed in the price schedule of the solicitation package. Please provide your fully burdened labor rate for each labor category and cost for equipment, software, travel, etc.
(vi) This requirement is for an organization to provide ecological monitoring and research in the Sacramento-San Joaquin Delta to better document and understand the effect of the Central Valley Project (CVP) operations on hydrological, biogeochemical, sediment, and ecological characteristics of the system as identified in this PWS.
(vii) The period of performance is expected to be one (1) year and one (1) month from 10/1/2025 through 10/31/2026.
(viii) The provision 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services, applies to this acquisition. The quote package will consist of the vendor¿s pricing information, technical proposal, and past performance references.
(ix) The provision 52.212-2, Evaluation - Commercial Products and Commercial Services, applies to this acquisition. Refer to this provision for information.
(x) The provision 52.212-3, Offeror Representations and Certifications - Commercial Products and Commercial Services (Deviation FEB 2025), applies to this acquisition.
(xi) The clause 52.212-4, Contract Terms and Conditions - Commercial Products and Commercial Services, applies to this acquisition. There are not any addenda to this clause.
(xii) The clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Products and Commercial Services (Deviation FEB 2025), applies to this acquisition. The applicable clauses cited within this clause are indicated in the solicitation package.
