Project Description: NOTICE
Sealed proposals will be received by the Municipal Authority of Westmoreland County online via PennBid (https://pennbid.bonfirehub.com) until 10:00 A.M. September 3, 2025. After Bid Opening a Public Notice will be issued via PennBid containing any available bid results.
CONTRACT R029-26 Replace existing private side Lead Service Lines for approximately
1,000 residential dwellings within Apollo Borough, North Apollo Borough,
Leechburg Borough, West Leechburg Borough, Vandergrift Borough, East Vandergrift Borough,
Parks Township and Hyde Park Borough.
Copies of bidding forms, specifications and other contract documents will be available at no cost on the PennBid website (https://pennbid.bonfirehub.com). Bidders shall submit all questions about the meaning or intent of the Bidding Documents via the "Vendor Discussions" tab in Messages on PennBid.
PennBid will assess the contract awardee a fee of 1/3% of 1% (.0033) of the initial contract award amount. However, the award fee shall be no less than $150 and no greater than $6,000.
This project is being federally funded by EPA financial assistance dollars and therefore requires all contractors to demonstrate compliance with federal Executive Orders 11625, 12138, and 12432 and EPA Regulations at 40 CFR Part 33, through the detailed documentation of solicitation of DBEs. Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms, including small businesses, minority and women owned businesses, who are potential sources for any procurement actions for this project.
All contractors must adhere to the specific requirements of the Build America Buy America Act (BABA) and the American Iron and Steel (AIS)/ Steel Products Procurement Act.
Davis Bacon Wage Rates shall apply to this project.
A mandatory pre-bid meeting will be held at the New Stanton Distribution and Engineering Office Building 3 at 124 Park and Pool Rd. New Stanton, PA 15672, on August 21,2025 at 10:00 a.m.
Any bid not submitted under the conditions provided herein will be rejected.
The Municipal Authority of Westmoreland County reserves the right to waive any informality in any bid received, to reject any bids, or to accept any bid it deems in its best interest.
