Special Notice Notice of Intent to Award a Sole Source Procurement The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 17, intends to award a Firm-Fixed Price, Base plus one Option Year contract to Polymedco Cancer Diagnostic Products LLC for procurement of the following service and supply: Item Number Description Unit of Measure Quantity 0001 Fecal Immunochemical Test (FIT) EA 16,000 Mailer Service. Includes labor and materials. 1001 Fecal Immunochemical Test (FIT) EA 16,000 Mailer Service. Includes labor and materials. The Fecal Immunochemical Test (FIT) is a laboratory test used to check stool samples for hidden blood and is commonly used as screening method for colorectal cancer. The Contractor shall provide a mailer collection kit service for Veterans within the Veterans Affairs (VA) Heart of Texas Healthcare Network (various locations). The Contractor will use various means of telecommunications to inform Veterans of necessary testing, instructions for proper collection, and mailing collection kits for testing of 30,000 to 60,000 Veterans on an annual basis. Pricing includes all labor, materials, and supplies to perform this service. The current FIT kit used for colorectal screening is provided to the NTVHCS by Polymedco Cancer Diagnostics Products LLC, as part of the contract 36C25724D0008, Immunochemical Fecal Occult Blood Test (IFOBT) Cost-Per-Reportable-Result (CPRR). This contract also provides for the instrumentation to analyze the returned kits. The analyzer used at the NTVHCS is the Polymedco OC-Auto Sensor Diana. The automated FIT testing instrumentation and collection vial(s) combination is approved by the Food and Drug Administration (FDA) for colorectal cancer screening. The required collection kits have a 14-day inoculated stability and are compatible with the existing analyzer, the Polymedco OC-Auto Sensor Diana. Veterans will return the FIT collection kits to their servicing VA laboratory for analysis. This notice is not to be considered a request for quotations or proposals. A contract will not be awarded based on an offer received in response to this notice; however, all responsible sources may submit a capability statement, proposal, or quotation, by email, to the point of contact and referencing the notice ID 36C25725Q0045, which shall be considered by the agency. Proposals or offers received will be used to determine if a comparable source is available and more advantageous to the government. If no affirmative written response is received within 5 days from the publication of this notice, a contract/order will be issued to Polymedco Cancer Diagnostic Products LLC without any further notice. Intersted vendors must be an authorized distributor of the Polymedco FIT kits and offer proof by submitting an authorized distributor letter from Polymedco Cancer Diagnostic Products LLC. The proposed contract actions is for a service, which the government intends to negotiate with only one source. The anticipated statutory authorities permitting other than full and open competition for the requirement is 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
