Question 1
Will this Town RFP address any RFP issued by the Board of Education for coverage at East Hartford High School or any other school?
Response:
Bidders are to respond to this Town RFP considering radio coverage within the Town of East Hartford as a whole, including all buildings. This RFP is not specific to East Hartford High School.
Question 2
Have there been any past consultant studies?
Response:
There have been no past consultant studies of the radio system.
Question 3
How are the satellite sites connected?

Response:
By microwave.
Question 4
Is redundancy built into the microwave network (e.g., fiber connection)?
Response:
No.
Question 5
Is there any interference, crosstalk, or skip in the Town UHF system?
Response:
Fire Department: None reported when PL is applied and working
Police Department: Some interference, typically during evening and night shifts
Question 6
How is the Town's relationship with surrounding municipalities? Are there opportunities for frequency planning and resource sharing?
Response:
East Hartford maintains a strong working relationship with surrounding municipalities. Frequency planning and resource sharing are viable and can be coordinated.

Is this project restricted by any grant funding stipulations?
Response:
No.
Question 8
Has the Town been successful at receiving grants?
Response:
Yes. The Town has been successful in securing grant funding. The Fire Department has received FEMA Assistance to Firefighters Grants totaling $2,198,087.07 over the past four years.

What is the brand of the microwave system?
Response:
Aviat 11 GHz: 100 Sunset Ridge Dr. to Public Safety Complex (31 School St.)
Cambium PTP670 (4.9-5.8 GHz):

o 100 Sunset Ridge Dr. to 465 Hills St.

Does the Town expect actual in-building coverage studies?
Response:
Bidders should define the level of coverage study included in their proposal.

Can the Town provide any existing coverage maps and system data?
Response:
Yes. See attached.
Question 12
Will the awarded contractor have the opportunity to represent the Town beyond the scope of this RFP?
Response:
Yes. The selected contractor may submit proposals for future work.

Is there only one transmit site for the Town?

Response:
The primary transmit site is Sunset Ridge. A backup transmit site is located at the Public Safety Complex.

Can pictures of equipment be provided?
Response:
Yes. See attached.

Are there emergency generators at the sites?
Response:
Public Safety Complex, Sunset Ridge, and 333 East River Dr. have generators with automatic transfer switches
465 Hills St. has a transfer switch and Hubbell generator inlet only (no Town-owned generator)

Does the Town expect the consultant to perform coverage testing on-street and in-buildings?
Response:
The Town requires both on-street (mobile and portable) and limited in-building coverage testing.
In-building testing shall focus on critical and representative facilities, including public safety buildings, municipal buildings, schools, and select large commercial/industrial facilities.
In addition to Wayfair and Lowe's warehouses, the Town will provide a final list of facilities during project initiation. For Level of Effort (LOE), proposers shall assume approximately 10-15 facilities.
Proposals must clearly state assumptions and include optional pricing for additional facilities.

For the on-street mobile and portable coverage testing, does East Hartford expect the consultant to furnish a map of the town showing grids/tiles to be tested? If yes, do you want to see
14-mile or 1/2-mile size grids/tiles? If no grids/tiles are required, then can the consultant follow the mail roads in the Town?
Response:
The Town requires a grid-based testing methodology. A 14-mile grid is preferred. Roadway-based testing may supplement data collection; however, grid-based results will be the basis for evaluation.
Final grid definitions and priority areas will be coordinated during project initiation.
Question 19
Does the Town require propagation maps, field testing results, or both?
Response:
Both predictive propagation modeling and empirical field testing are required. Deliverables shall include propagation maps and field test results with pass/fail metrics by grid. All methodologies,
assumptions, and performance criteria must be documented. Coverage performance will be evaluated using DAQ 3.4 (or equivalent), with reliability targets finalized during design.

Does the town expect the consultant to perform coverage testing on-street and in-buildings? If yes, in addition to Wayfair and Lowes warehouses (referenced in page 5, under Background), we need the
name of other buildings the Town wants to be tested by the consultant in order to provide a more accurate Level of Effort (LOE).
Answer:
The Town requires the consultant to perform both on-street (mobile and portable) and limited in-building coverage testing.
In-building testing shall focus on critical and representative facilities, including but not limited to public safety buildings (police, fire), municipal buildings, schools, and select large
commercial/industrial facilities.
In addition to the Wayfair and Lowe's warehouses identified in the RFP, the Town will provide a final list of facilities during project initiation. For purposes of Level of Effort (LOE) estimation,
proposers shall assume approximately 10-15 representative facilities.
Proposals shall clearly identify all assumptions and include optional pricing for additional facilities, if required.
Question 2: Page 5 under Background
For the on-street mobile and portable coverage testing, does East Hartford expect the consultant to furnish a map of the town showing grids/tiles to be tested? If yes, do you want to see 14-mile or 1/2-
mile size grids/tiles? If no grids/tiles are required, then can the consultant follow the mail roads in the Town?
Answer:
The Town requires the consultant to utilize a grid-based testing methodology for on-street mobile and portable coverage evaluation.

A 14-mile grid is preferred to provide sufficient resolution for public safety-grade analysis.
Roadway-based data collection may be used to supplement testing; however, grid-based results shall serve as the basis for coverage evaluation and reporting.
Final grid definitions, including any priority testing areas, will be coordinated with the selected consultant during project initiation.
Question 3: Page 5 under Technical Deliverables
Does the Town want to see propagation maps generated by the computer from the consultant; or on-street coverage testing results showing pass/fail for each grid/tile; or both?
Answer:
The Town requires both predictive propagation modeling and empirical field testing results.
Propagation maps shall be developed as part of system design and analysis.
Field testing results, including pass/fail metrics by grid, shall be provided to validate system performance against defined coverage objectives.
The consultant shall clearly document all methodologies, assumptions, and performance criteria used for both modeling and field testing.
Coverage performance will be evaluated using Delivered Audio Quality (DAQ) 3.4, or equivalent, with reliability targets to be finalized during the design phase.
Question No. 1 - Can you please confirm that the total number of tower sites to be included in the assessment is four (4)?
Answer: Yes - Public Safety Complex, Sunset Ridge, Hills St and East River Drive.
Question No. 2 - Please confirm whether the scope includes only the Town's 460 MHz conventional system, or whether any additional Town-operated radio systems or bands,
including VHF, UHF, DMR, or other standalone systems, are included.
Answer: Current assessment incorporates existing radio system. Options for future system are open to the opinion of the consultant based on the needs assessment of the Town.
Question No. 3Can you please provide the number of facilities the selected consultant is expected to include in the in-building coverage assessment?
Answer: 10-15 representative facilities.
