II. Background
A. A committee to research the feasibility of replacing the aging and outdated existing North
Kingstown Public Safety Complex first met early in 2021, leading to an RFQ for design
services in March 2021. Work continued, including a space needs assessment (Oct. 2021)
and feasibility cost estimate (Mar. 2022). In November 2023 voters turned down a bond
referendum for a new public safety complex. In May 2024, revisions were made to the plan,
followed by Public Hearings in July and October 2024. A revised bond passed in November
2024.
III. Project Overview: Part I (Base Project)
A. In November 2024, 60.2% of voters approved financing $60,000,000 for two public safety
complex projects:
1. The Town of North Kingstown’s existing Public Safety Complex, located at 8150 Post
Road, North Kingstown, RI, will be replaced. The facility is presently the home of the
town’s Police Department, Communications Division, Fire Department Administration
and Fire Station-1.
2. The facility will be replaced in two separate parts, namely Part I & Part II, involving
two new buildings to be constructed separately, as well as the complete demolition of
the existing public safety building to be performed as part of Part II.
3. The base scope of this Request for Proposals (RFP) involves construction of a new
North Kingstown Public Safety Complex (Part I). Understanding there may be
benefits to the town, not limited to scheduling and cost efficiency, the scope of this
RFP also includes Alternate #1, involving construction of a new North Kingstown
Fire Department – Station 1 (Part II), as well as demolition of the existing North
Kingstown Public Safety Complex (part of Part II).
4. The existing Public Safety Complex must remain fully operational until fully vacated
(see paragraphs below for additional information). Accordingly, Part I and Part II will
be constructed as separate projects. It is the intent of the design team to complete

(Part II) in two distinct phases:
i. Phase A: Complete 75% CD’s in early 2026 and then place on hold for a
period of time.
ii. Phase B: Restart preparation of CD’s when construction of Part I is
sufficiently complete and the date of fully vacating the existing Public Safety
Complex is more clearly known. See Exhibit D for preliminary schedule
milestones.
B. Part I: New North Kingstown Public Safety Complex:
1. Construct a new public safety complex on Parcel 37 within the Quonset Business
Park. Parcel 37 is ±4.5-acre vacant parcel of land with access to sewer, water, gas,
electric, cable, telephone and internet services. This new facility will become the new
home for the town’s Police Department as well as the town’s Communications
Division. The facility will be 2-stories high, comprising approximately 30,500 sf.
i. Throughout the construction of this new facility, the existing Public Safety
Complex will remain fully operational.
ii. Demolition of the existing Public Safety Complex cannot commence until all
staff and fire apparatus have been relocated.
iii. When the new Public Safety Complex is substantially complete, both the
Police Department (Police) and the Communications Division
(Communications) will commence relocation to the new Public Safety
Complex.
1. A move-in period of approximately 2 months is anticipated.
iv. Fully vacating the existing Public Safety Complex: At such time that Police
and Communications staff have commenced relocation, Fire Department
Administration personnel, as well as Fire Station-1 personnel will also
commence relocation.
1. A limited number of fire department administration personnel may
relocate to the new public safety facility on a temporary basis (until
the new NK Fire Department – Station 1 is complete).
v. Communications operations shall be operational at both the new facility and
the existing facility for a limited period of time.
vi. Demolition of the existing Public Safety Complex: Demolition cannot proceed
until all operations cease at the facility. Said demolition is not part of the
Work of Part I.
vii. Estimated Cost of the Work - Part I: The estimated Cost of the Work for the
North Kingstown Public Safety Building (Part I) is $29.0M
1. The above is inclusive of site remediation (if required), CM Fees
(including preconstruction), General Conditions, Cost of the Work,
CM Contingency, and Escalation
a. The above does not include AE Fees, Soft Costs, and Owner
Contingency.
b. The above does include the costs for State and Local
Permits.

IV. Project Overview: Part II - Alternate #1
A. At 8150 Post Road, the Town of North Kingstown will construct a new North Kingstown Fire
Department – Station 1. The facility will be 1-story, comprising approximately 20,200 sf. The
property, which presently includes the Town of North Kingstown Public Safety Complex, has
access to sewer, water, gas, electric, cable, telephone and internet services. As part of
Alternate #1, the existing building will be demolished in its entirety, along with site
improvements as indicated on the drawings.
1. Demolition of the existing Public Safety Complex: Demolition cannot proceed until all
operations cease at the facility.
B. Should the town decide to construct the new North Kingstown Fire Department – Station 1
facility utilizing a Construction Manager at Risk delivery method in lieu of a traditional
design/bid/build delivery method, it may be possible for limited selective demolition of existing
site and other improvements to commence prior to fully vacating the premises.
1. The existing communications tower will remain and must be protected from damage.
i. Crane access to the existing communications tower must be available
throughout demolition operations and the duration of construction.
2. The existing fueling station shall remain and must be protected from damage.
3. The existing generator shall remain and must be protected from damage.
C. Estimated Cost of the Work - Part II: The estimated Cost of the Work for the North Kingstown
Fire Department – Station 1 (Part II) is $21.5M.
i. The above is inclusive of site remediation (if required), CM Fees (including
preconstruction), General Conditions, Cost of the Work, Building Demolition,
CM Contingency, and Escalation.
a. The above does not include AE Fees, Soft Costs, and Owner
Contingency.
b. The above does include the costs for State and Local
Permits.
V. Construction Manager Selection Process
A. Review Process
The Town of North Kingstown shall select the most responsible qualified proposer in
accordance with the General Laws of the State of Rhode Island, the procurement and
purchasing regulations of the Town of North Kingstown and the Request for Proposals
(RFP) dated November 21, 2025. As set forth in in the RFP, the Town of North Kingstown
will consider qualifications provided in response to the RFP as set forth in the following:
• Exhibit E: Construction Manager Qualifications Package
• Proposals provided in response to this RFP per Exhibit A: Construction Manager
Proposal Form.
• Evaluation of other information as required and noted in the RFP.
Evaluation criteria shall include the proposers pricing for the project, experience with
work of similar size and scope, proposed project team, demonstrated adherence to
