A. SUMMARY
The Town of Christiansburg (Town) is accepting quotes for First Responder Support Services to
include education, peer support, and counseling to address the chronic stress and trauma experienced
on and off the job. See list of requirements below.
B. REQUIREMENTS/SCOPE OF WORK
1. The contractor shall provide:
a. Initial peer support team development for EMS, Fire, and Police Departments
i. Recruitment, selection, and consultation
ii. Foundational peer support training
b. Quarterly peer team consultation meetings
c. Incident-specific consultation
d. Up to six (6) counseling sessions per employee per fiscal year *
e. CISM-based response and debriefing support within 48 hours to 10 days of a critical incident
i. Timing guidelines based on ICISF (International Critical Incident Stress Foundation)
protocol and availability of affected participant(s)
f. Development and maintenance of departmental peer support protocols
g. Consultation of incident-specific issues
h. Department-wide Tactical Resiliency Workshop (TRW) for all employees at program launch
i. TRW onboarding training for new hires or academy classes as needed
*The six (6) counseling sessions per participant per fiscal year referenced herein shall apply to sworn
and civilian employees utilizing services through the peer support program established under this
Agreement.
2. The contractor may be asked to provide these additional services:
a. Psychological Safety for Leadership Training
b. Resilient Families Workshops
c. Physical resiliency training
d. Financial resiliency training
C. SERVICE PROVIDER RESPONSIBILITIES
a. The Offeror and all of its employees will be properly licensed to provide all services offered.
b. The Offeror and providers must be trained in EMDR and first responder culture.
c. Services will be provided for one year
d. The Contractor shall be required to be licensed in accordance with the Town of Christiansburg
business license requirements. Any questions concerning business licenses should be directed to

E. PURCHASE ORDER & PAYMENT
The Town will issue a Purchase Order to the bidder who meets all of the criteria set forth in
this Quick Quote with the lowest total bid. The Town will authorize payment to the Offeror
after receipt of Offeror’s correct invoice on a monthly or quarterly basis. Payment terms are
Net 45.
F. QUOTE SUBMISSION
The deadline for quote submission is Monday, April 27, 2026, 5:00 p.m. Quotes may be submitted
via courier, electronically, mail or may be hand delivered.
1. To submit quotes electronically, the bidders will e-mail the Procurement Officer at
tvance@christiansburg.org with “Bid for Quick Quote 26500024 for First Responder
Support Services” in the subject line.
2. To deliver hard-copy quotes to the Town, envelopes should be clearly marked “Bid for Quick
Quote 26500024 for First Responder Support Services”, and addressed to Tara Vance,
Procurement Officer.
3. All bidders are responsible for ensuring quotes are received by the Town.
4. Quotes received after the deadline will not be accepted.
