Project Title: Quest Desktop Authority Professional Maintenance Renewal Project ID: BPM056367 Designation: Small Business Reserve (SBR) Only
Summary: The Maryland Department of Housing and Community Development (DHCD) is issuing this Purchase Order Request for Proposals (PORFP) to solicit quotes for the renewal of existing Quest Desktop Authority Professional software maintenance and support.
This procurement is being conducted as a Secondary Competition limited to Master Contractors who hold an active contract under the Commercial Off-the-Shelf Software (COTS 2012) Master Contract (060B2490021) . Only authorized Quest Software resellers currently listed under this Master Contract are eligible to participate.
Scope of Work: The selected Contractor shall provide annual software maintenance and support for 500 seats of Quest Desktop Authority Professional (Manufacturer Part #: ACN-PAK-PS-SRP). This renewal is for maintenance and support only; it does not include new licenses, installation, training, or professional services.

Title: Quest Desktop Authority Professional Maintenance Renewal
Date of Amendment: May 5, 2026
The Maryland Department of Housing and Community Development (DHCD) is issuing this amendment to extend the Proposal Due Date for PORFP #BPM056367. The revised deadline for proposal submission is now May 7, 2026, at 12:00 PM ET . This extension is granted to ensure maximum competition and to allow Master Contractors additional time to coordinate with the manufacturer for competitive pricing.
All proposals must be submitted electronically through the State's eMaryland Marketplace Advantage (eMMA) system. Please note that proposals received after the revised due date and time will not be accepted. Only Master Contractors holding an active contract under the Commercial Off-the-Shelf Software (COTS 2012) Master Contract (060B2490021) are eligible to participate.
Master Contractors are reminded that their proposal must include a screenshot of the Manufacturer’s Suggested Retail Price (MSRP). Additionally, the State reserves the right to request a Letter of Authorization (LOA) from Quest Software at any time to verify reseller authorization. If a Master Contractor elects not to submit a proposal, a completed “No Proposal” form must be submitted by the revised due date. All other terms, conditions, and specifications of the original PORFP remain unchanged.
