Qualification Request for West Aviation Center Landside and Airside Improvements Project

The Huntsville-Madison County Airport Authority (“HMCAA”) is soliciting statements of qualifications for professional design services including design, bidding, and construction administration phases for the West Aviation Center Landside and Airside Improvements Project (“Project”). Selection of a consultant and any agreement or contract entered into will be in accordance with this Request for Qualifications (“RFQ”).

It is anticipated that the Project will be funded in part by the Federal Aviation Administration (“FAA”), Passenger Facility Charges (“PFCs”), and/or the Federal Transit Administration (“FTA”). All work and design services must be performed in compliance with regulations applicable to FAA and/or FTA funded projects. Selection of a consultant and any agreement or contract entered into will be in accordance with the provisions of FAA AC 150/5100-14E, Architectural, Engineering, and Planning Consultant Services for Airport Grant Projects.

The final selection for this solicitation will be separate from Resident Project Representative (“RPR”) services, Quality Assurance (“QA”) testing services, and QA surveying services. The consultant selected for this solicitation will not automatically be selected, nor prevented from being selected, to provide RPR services, but they will not be considered for providing QA testing and surveying services.

This is not a request for price proposals. Proposals containing pricing or fee information will be disqualified.

Design firms wishing to submit a statement of qualifications should contact Jim Flowers, Chief Design & Construction Officer, by email (j flowers@hsvairport.org). Packages describing the Project and outlining the necessary qualifications will be provided to all firms that request them. Any information received regarding the Project which is not in written form by Jim Flowers should not be relied upon in submitting the proposal.

All proposals must be received by 4:00 p.m., August 28, 2025.
