The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst intends to negotiate and make an award on a sole-source basis with D. Gillette Industries, CAGE: 68ME8, for a Fixed-Price contract. This procurement is for QEC-NP2000 Prop Dollies to support US Navy E-2D Requirements, FMS E-2D Requirements US Navy C-130 Requirements and USAF C-130 requirements with PN 4328AS100-4 (74), PN 4328AS400-1 (46) PN 4328AS400-2 (28), PN 4328AS402-1 (10) and PN 4328AS100-3 (40). The QEC-NP2000 Prop Dollies are a maintenance stand that allows the QEC Engine and the NP2000 Propeller to be mounted on it at the same time to facilitate maintenance actions within the fleet. D. Gillette Industries is the only known source with legal ownership of the proprietary engineering drawings and technical data required to manufacture and/or support these items. The Government does not possess a complete technical data package or rights to the data necessary to permit full and open competition. Any other source would be required to reverse engineer the components, which would result in significant delays, added cost, and possible mission failure.
The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, 10 U.S.C. 3204(a)(1) “Only one responsible source and no other supplies or services will satisfy agency requirements” for this action. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Information provided herein is subject to change and in no way binds the Government to solicit for an award of a contract.
