NOTICE TO PROSPECTIVE PROPOSERS
Proposals will be received by the City of Danville Purchasing Office, in Room 304, 427 Patton
Street, until 2:00 p.m., local time, July 22, 2026 for the furnishing of the following:
SUBSTATION POWER TRANSFORMERS
Proposals shall be marked "Proposal for Substation Power Transformers for
Danville's Swedwood Substation". Proposals shall be mailed or hand delivered as
follows:

Hard copies of proposal shall be submitted in duplicate. All hand-carried proposals are to
be presented to the City of Danville Purchasing Office or at the time of the proposal
opening. Cash, proposal bond, certified check or cashier's check insured by the Federal
Deposit Insurance Corporation, made payable to the City of Danville, Virginia, in the
amount of five percent (5%) of the total proposal must accompany all proposals in order
to guarantee compliance with the provisions of the proposal. Last day to submit questions
is July 9 at 2:00 PM.
The Proposer's proposal shall specify price, any applicable price terms, approval drawing
time, and delivery time. All prices shall be DDP substation site, set on the pad, fully
assembled and certified by the manufacturer as ready for operation. The Proposer's
proposal shall include an outline drawing indicating approximate overall physical
dimensions and weight.
The Purchaser reserves the right to waive minor irregularities or errors in the Proposal if
it appears that such irregularities or errors were made through inadvertence. Any such
irregularities or errors so waived must be corrected on the Proposal prior to acceptance
by the Purchaser. The Purchaser will evaluate all data provided in the proposal and select
the proposal that in the sole judgment of the Purchaser represents the best value to the
City of Danville. In addition to evaluating price, the following factors will also be
evaluated: delivery, proximity of manufacturing facility and repair facilities, cost to attend
final testing, amount of experience and quality of references of similar size and type units
produced at the proposed plant, and percent of product manufactured in the United
States. The Purchaser reserves the right to reject any or all proposals. The City of Danville
will not discriminate against any proposal holder submitting a proposal because of race,
creed, color, national origin or handicap.
