Notice of Intent to Sole-Source an Acquisition
Pursuant to 41 U.S.C. § 3304(a)(1) and FAR 8.405-6, the Government anticipates entering into sole-source procurement negotiations with Roche Diagnostics Corp. to provide Microbiology Molecular Diagnostics reagents and analyzer reagent rental (to include the following components: one analyzer capable of running FDA-approved real-time polymerase chain reaction (PCR) tests and a pre-analytical processing instrument: a) qualitative Chlamydia trachomatis / Neisseria gonorrhoeae (CT/NG) on male and female urine specimens, female vaginal swabs, anorectal specimens for male and females, and throat specimens for males and females b) quantitative viral load for human immunodeficiency virus type 1 (HIV-1) on human plasma (Plasma Preparation Tube [PPT] and Ethylene-Diamine-Tetra-Acetic acid [EDTA] anticoagulated blood specimens) c) qualitative COVID-19 on NP swabs, d) qualitative Human papillomavirus (HPV) on PreservCyt ThinPrep solution, e) quantitative Hepatitis C Virus (HCV) on human plasma (Plasma Preparation Tube [PPT] and Ethylene-Diamine-Tetra-Acetic acid [EDTA] anticoagulated blood specimens), f) quantitative Hepatitis B virus (HCV) on human plasma (Plasma Preparation Tube [PPT] and Ethylene-Diamine-Tetra-Acetic acid [EDTA] anticoagulated blood specimens), g) qualitative Trichomonas vaginalis / Mycoplasma genitalium (TV/MG) on male and female urine specimens, and female vaginal swabs.
The above-cited authority and associated justification is made based on the determination that Government s requirements for this contract can only be satisfied by one source with unique capabilities. Any other business or person may identify their interest and capability in fulfilling this requirement by responding to this Notice by e-mail to james.boles2@va.gov no later than 1:00 p.m. local time, Monday, January 27, 2025. This Notice of Intent is not a request for competitive quotes/proposals; however, all communications received by the deadline will be considered by the Government. Information received as a result of this Notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to open this requirement to competition is solely within the discretion of the Government. No solicitation document is available at this time.
