THIS IS AN INDUSTRY DAY NOTICE ONLY, NOT A SOLICITATION ANNOUNCEMENT AND SHOULD NOT BE CONSIDERED AS SUCH. The Government will not pay for any information received in response to this notice, nor will the Government compensate any respondent for any cost incurred in developing the information provided to the Government. This notice does not constitute a commitment by the Government. Any information provided in response to this market survey will be used for informational purposes only and will not be released. Vendor participation is not a promise of future business with the Government.
The purpose of this notice is to conduct market research and obtain information from current industry providers of dialysis services. The services are in support of the Veterans Affairs Medical Center (VAMC), James Moutain Inhofe, 440 S Houston Ave, Tulsa, OK 74127. The services shall support the provision of Intermittent Hemodialysis (IHD) and Prolonged Intermittent Renal Replacement Therapy (PIRRT). Continuous Renal Replacement Therapy (CRRT) and Peritoneal Dialysis (PD) are not within scope of this requirement.

Dialysis Registered Nurse (RN) [MANDATORY]
Licensed RN with dialysis competency. CDN/CNN certification required or eligible. Responsible for patient assessment, dialysis initiation/monitoring/termination, medication administration coordination, and PCT supervision.
Biomedical Technician [MANDATORY]
CBET certified or equivalent. Responsible for dialysis machine maintenance, water treatment system maintenance, RO unit maintenance, equipment troubleshooting, and quarterly QA participation.
Patient Care Technician (PCT) [OPTIONAL]
State-certified where applicable. BONENT/NNCC certification preferred. Must work under RN supervision per Oklahoma state regulations. Assists with dialysis setup, monitoring, patient care tasks.
Supply Demarcation:
Contractor Provides: Personnel (RN, Biomed, PCT as applicable), all dialysis equipment (machines, water treatment systems), and consumables (membranes, tubing, needles, access supplies).
VA Provides: Intravenous fluids (0.9% NS, LR, D5W), medications administered during dialysis sessions (from VA Pharmacy), ESAs, and activated vitamin D analogs.
The Tulsa VAMC will be pursuing a firm fixed price contract; a base plus 4 option year. Potential sources must demonstrate experience and knowledge of required equipment, services and capability of performing said service. This is an opportunity for each contractor to discuss equipment, staffing, and other aspects needed to create an effective performance work statement (PWS) for on-site dialysis services. Prior to the Industry Day potential sources shall submit:
Business name, address, point of contact and phone number
Business size, any applicable socio-economic category and DUNS number
Information for recent/relevant projects similar in nature/size and complexity along and contract number(s)
Capability statement and product literature that demonstrates the ability to meet the requirements

The proposed Industry Day is April 7, 2026, and will be virtual; times will be decided once responses are received. Please feel free to suggest a time. Meetings will be scheduled with Microsoft Teams. Any presentations should be no longer than 30 minutes.
