This addendum is issued to reflect the following immediately. It shall be the responsibility of
interested Offerors to adhere to any changes or revisions to the RFP as identified in this
Addendum No. 1. This documentation shall become permanent and made part of the
Attachment No. 1: Pre-Proposal sign-in sheet
1. Proposal Format – Does the 20-page limit include the Certificate of Insurance,
Campaign Contribution Disclosure Statement or Business Certificates? If not,
should they be included in an Appendix?
ANSWER: No. The 20-page limit does not include the Certificate of Insurance,
Campaign Contribution Disclosure Statement and Business Certificates. They can
be included in the Appendix.
2. Proposal Format – The proposal format indicates “Proposals shall be bound with
tabs delineating each section.” Is this still a requirement since Proposal will be
submitted electronically via the Dropbox? If tabs are still required, will they count
against the 20-page limit?
ANSWER: Proposals will not be bound in electronic format. Each section needs
to be identified. The tabs are not counted against the page limit, unless the Offeror
uses the tab to provide part of their response or for additional information.
3. Does the 12pt font restriction apply to graphics/tables?
ANSWER: Graphics and tables font can vary but must be readable.

4. Past Record of Performance asks for three completed projects of similar services
provided in the last three years. Due to the specialized nature of the work, will the
County consider extending the period to five years or more?
ANSWER: Yes. Please provide the most recent projects of similar services.
Provide dates of service, Company name, Point of contact, telephone and e-mail.
5. How much flexibility to diverge from the design guidance will be allowed during
ANSWER: While the design characteristics for bank-full width, slope, cross
section, and meander length are written in the RFP, we know this is a dynamic
river system. It’s more important to use a natural and less invasive approach and
diverge from this design in order to restore ecological processes and reconnect
with the floodplain. The design should use a riffle-run-pool sequence to restore
natural gradient and sediment transport. The goal is to promote meanders to slow
floodwaters and position the thalweg away from the most disturbed bank to reduce
bank erosion. Use of natural materials for channel stabilization and erosion control
is desired. The design should maximize the use of natural materials and native
vegetation to stabilize the river channel and minimize the use of hardened
structures and retaining walls. Design methods should take into account the
location of the natural riparian vegetation and attempt to preserve this vegetation
wherever possible. An effort to leave existing, stable, vegetated bank areas is
desired. River bank disturbance during construction should be held to the
minimum amount necessary to stabilize the banks and install erosion control
6. Will obtaining the site archeological clearance be the responsibility of the County
or the Contractor?
ANSWER: Project site archeological clearance will be the responsibility of the
County. We have an Archeological Contractor retained for completing this work
and to make recommendations for design changes to avoid impacts.
7. Who will be responsible for coordination and communication with the
representatives of the Village of Agua Fria and other community groups?
ANSWER: The County Project Manager will be responsible for coordination and
communication with the Village of Agua Fria, other community groups, and
8. Will the Contractor be required to complete a Phase I Environmental Site
Assessment of the Project site?
ANSWER: No, the Contractor will not be required to complete a Phase 1

9. What is the estimated time for the start of Project construction?
ANSWER: The estimated project construction start date would be Fall 2021 or

contract documents and have effects as if original issued. All other unaffected sections will
have their original interpretation and remain in full force and effect.
