Background Information
The Santa Fe River Greenway project is a joint effort between Santa Fe County and the City of
Santa Fe to construct approximately 15 miles of continuous greenway of public parks and trails
from downtown Santa Fe to the Wastewater Treatment Plant west of NM 599. When completed
the County’s portion of the Santa Fe River Greenway will run along the Santa Fe River from the
City limits at Siler Road to the Wastewater Treatment Plant west of NM 599, approximately six
miles.
The Santa Fe River Greenway involves restoring the river to a healthier and more natural state.
The Santa Fe River Greenway will revive the traditional use of the corridor as a transportation
route and focus community members and visitors on the historical role of the Santa Fe River in
connecting communities along the Camino Real de Tierra Adentro. Santa Fe County plans to
construct a multi-use trail along the Santa Fe River Greenway as part of the Regional Trail
System, which will provide both recreational opportunities and an alternative transportation
route. As part of the project, Santa Fe County is also restoring the Santa Fe River using natural
materials and native plants to stabilize the channel and enhance the riparian habitat. Completion
of the Santa Fe River Greenway will focus on recreating meanders in the river channel,
stabilizing the river bed and banks, removing non-native vegetation and trash and debris, and
planting native cottonwood trees, willows, shrubs and grasses. The Santa Fe River is also
considered to be one of the most historically, culturally, and environmentally significant natural
features to the region. It served as the El Camino Real trade route from Mexico and provided a
critical water lifeline for the early settlers to the region and traditional farming communities.

on page 20.

Selection of finalist(s) The most qualified proposal received based on the mandatory
specifications outlined in the RFP on pages 22-25, to be scored by an evaluation
committee. The top finalists may be shortlisted to participate in oral presentations.
Preferences- 1) N.M. In-State Business Preference Certificate, 5% of total weight of all
evaluation factors added to score;
OR
2) N.M. Resident Veteran Preference Certificate, 10% of the total weight

Questions:
1. The design guidance states; The proposed river channel design follows a Rosgen C4 channel
classification. The design characteristics are a 44 ft. bank-full width, a 1 to 1.1% slope, and an
average floodplain width of 100 ft. which gives an entrenchment ratio of 2.2. The channel
cross section has a cross-section area of 60 cubic feet and a mean depth of 1.3 feet and a
maximum depth of 1.6. The design goal is for an average meander length of 520 feet and
sinuosity of 1.15.
How much flexibility to diverge from the design guidance will be allowed during design?
