The purpose of this RFP is to select a consultant to assist Pierce County (hereafter known as ‘the County’) to develop a floodplain structural mitigation strategy for the Horse Haven Development in the Puyallup River floodplain. The floodplain structural mitigation strategy is comprised of floodplain analysis review, building structural analysis, structural mitigation (including acquisition and elevation), property owner relocation negotiations, and restoration planning.
Pierce County, in compliance with the National Flood Insurance Program (NFIP) Pierce County Code 18E.70, will begin the process to bring the existing development into compliance with floodplain regulations. The Horse Haven Development along the Puyallup River was identified during a Community Assistance Visit (CAV) in 2015 and is within the Mapped Flood Hazard and does not comply with Pierce County flood code. The consultant will need to analyze each individual property and determine what methods to apply to bring the structures into compliance. A current 2-D HEC-RAS model has been completed and will be provided by the County. These methods may include raising the structures or complete acquisition and demolition.
