SECTION 00010 INVITATION TO BID
The Town of Putnam, Connecticut will receive sealed bids for "Church Street Tennis, Pickleball,
and Basketball Court Improvements" project until 11:00 a.m. local time on Wednesday, May 13,
2026, in the Mayor's Office, at the Municipal Complex at 200 School Street, Putnam,
Connecticut, 06260 after which no bids will be accepted and at which time the bids will be
publicly opened and read aloud in Conference Room 109. All bids are to be plainly sealed and
marked on the outside of the envelope: "Church Street Tennis, Pickleball, and Basketball Court
Improvements".
Work under this contract includes demolition, site preparation, base course, asphalt surface,
acrylic surface system, and perimeter and interior chain link fence and gates. This project
replaces the existing tennis and basketball courts with a pickleball, tennis and basketball court
layout. All work to be installed and ready for use at the Town's 189 Church Street, Putnam, CT
property. Specifications and Proposal Forms will be available online, beginning April 9, 2026,
at: https://www.putnamct.us/government/town-administrator/bidsrfps .
Bidders shall submit two (2) original copies of their Proposal on the forms provided, in a sealed
envelope plainly marked with the appropriate project title.
Proposals received after the time designated will be returned to bidder, unopened.
Bidders must register in the office of the Town Administrator, by emailing
denise.geeza@putnamct.us so that all bidders may be notified of any addenda to the Contract
Documents during the bidding period. The Town of Putnam shall not be responsible or liable to
any bidder for its failure to register or to receive or acknowledge any addenda.
A non-mandatory pre-bid conference will take place on at 10:00 a.m. on April 23, 2026,
starting at the Municipal Complex, Room 109, 200 School Street, Putnam, CT; after which
a site visit will be conducted.
A satisfactory Bid Bond or Certified Check in the amount equal to five percent (5%) of the base
bid shall be submitted with each bid. The Bid Bond shall be made payable to the Town of
Putnam and shall be properly executed by the bidder.
Award of Contract will be made, if at all, to the lowest, responsible, and qualified bidder.
Qualifications shall include the ability of the Contractor to complete all work within the stated
time frame and history of performance of similar projects. The Town of Putnam reserves the

right to accept or reject any and all bids, to waive informalities, or to accept any bid deemed in
the best interests of the Town of Putnam. Final award of a contract, if at all, is contingent upon
availability of Town funds.
Prevailing wage rates are applicable to this project. The Prevailing Wage Scale is attached and is
part of this Contract.
All bids will be considered valid for a period of sixty (60) days. No bidder may withdraw their
bid within sixty (60) days after the actual date of the bid opening.
The successful bidder, if any, is required to execute the contract (AIA Document A105-2017, as
modified), which is included in and part of the Contract Documents.

SECTION 00100 INSTRUCTIONS TO BIDDERS AND GENERAL CONDITIONS
1. Description of Work:
Work under this contract includes demolition, site preparation, base and top layers pavement,
fencing, top coating, line striping, posts and netting, and related appurtenances; to be furnished
and installed as replacement basketball, replacement tennis, and new pickleball courts at the
Town's 189 Church Street, Putnam, CT property.
The property currently has a basketball court and three tennis courts, within a fenced area. The
existing skate park facility will not have any modifications. The basketball court will be replaced
in the same location. The existing three tennis courts will be replaced with a single tennis court
and six pickleball courts. Tennis court will be placed adjacent to the basketball court, with the
new pickleball courts placed closest to Church Street.
The work of this contract shall include all labor and materials necessary to completely procure
and install the tennis, pickleball and basketball courts and any appurtenances to complete the
project in its entirety.
Work site shall be kept clean and tidy, including removal of debris and properly disposing
offsite. Laydown area will be available at the 189 Church Street property, Contractor to
coordinate with the Town. Contractor shall be responsible for security and safety of any
equipment storage and use.
Contractor shall be responsible to apply for and obtain Building Permit from the Town of
Putnam Building Office. Local building fee will be waived, per Town Board of Selectmen
approval. State fees for the Permit apply, and Contractor shall be responsible for these fees.
2. Instructions to Bidders:
Minimum bidder qualifications required: Bidders shall have completed a minimum of five
tennis, pickleball and/or basketball court projects of similar or larger size in the last 5 years.
Bidders shall include information related to those projects with their bid.
The Town may make such investigations as deemed necessary to determine the ability of the
bidder to perform the work. The Town reserves the right to reject any bid if the evidence
submitted by, or investigation of, such bidder fails to satisfy the Town that such bidder is
properly qualified to carry out the obligations of the Contract and to complete the work included
therein. Conditional bids will not be accepted.
Bids shall be submitted in the manner and by the date and time included in the Invitation to Bid.
All bid proposals are to be made on a form and attached herein. All bidders shall complete each
compliance component in the contract documents. The bidder shall sign the proposal correctly. If
bid is made by a firm with a partnership, the name of each member must be given.

3. Bidding Requirements:
All bidders shall be responsible for reading and being thoroughly familiar with the Contract
Documents, inspecting the site and informing themselves fully of the conditions relating to the
construction of the project and the employment of labor thereon before submitting their bid to
determine conditions that may affect proper execution of the work. The bidder shall submit any
questions or comments in writing to the Town Administrator no less than five (5) business days
prior to the bid opening. All dimensions and quantities shall be determined or verified by the
Contractor for bidding purposes.
Any addenda will be forwarded to registered bidders. Failure of any bidder to acknowledge any
such addenda shall not relieve any bidder from any obligation under the bid as submitted. Each
bidder shall be responsible for determining that they have received all addenda issued.
4. Contract Bond Requirements:
A Bid Bond of 5% of the Contract is required at the time of bid.
5. Contract Time
All work under this Contract shall be completed within 180 calendar days.
6. Execution of the Agreement
By submitting a bid, the bidder warrants and represents that it shall execute the Form of Contract
included herein without alteration, modification, exception, or condition.
The party to whom the contract is awarded will be required to execute the Agreement and obtain
the Certificates of Insurance within ten (10) calendar days from the date when Notice of Award
is delivered to the Bidder. The Notice of Award shall be accompanied by the necessary
agreement and forms.

7. Measurement and Payment
Measurement and payment shall be based on percentage of the completed work, and as
applicable, actual unit quantities installed. Any unit quantities given in the bid form are
approximate only, given as a basis for the uniform comparison of bids, and the Town does not
expressly or by implication agree that the actual amount of work will correspond therewith.
8. Wage Rates
Prevailing wage rates are applicable to this project, based on the estimated construction cost and
threshold for rehabilitation construction projects. Wage rates will be included by Addendum,
upon receipt from the State Department of Administrative Services.
9. Sales Tax
This project is exempt from excise taxes imposed by the State Sales or Use Taxes of the State of
Connecticut to the extent allowed by law.
10. EEO/AA Requirements
Contracts for work under this Proposal will obligate the contractors and subcontractors not to
discriminate in employment practices. Bidders must, if requested, submit a compliance report
concerning their employment practices and policies in order to maintain their eligibility to
receive the Award of the Contract.
11. OSHA Training
Not later than fifteen (15) days after the date the Contract is awarded, the Contractor shall
furnish proof to the Town that all employees performing labor on or in such public buildings,
property or contract site pursuant to such Contract, have completed a course of at least ten (10)
hours in duration in construction safety and health approved by the federal Occupational Health
and Safety Administration.

In compliance with your Advertisement for Bids, Bidder hereby proposes to perform all work for

By submission of this bid, each Bidder certifies and in the case of a joint bid, each party thereto

consultation, communications, or agreement as to any matter relating to this bid with any other
Bidder or with any competitor.
