Synopsis DC Water is exploring potable water reuse among a portfolio of solutions to augment water supply resilience for the Washington region. All of DC’s water supply (~100 MGD) comes from one source - the Potomac River – which is vulnerable to drought and source water contamination. The Blue Plains Advanced Wastewater Treatment Plant treats over 350 million gallons per day from the District of Columbia, and two counties each in Maryland and Virginia. Purified water from the Blue Plains facility provides an opportunity for a second source.

In the absence of federal water reuse regulations, pilot and demonstration testing the advanced treatment technologies to achieve purified water is a proven first step to gather data for the regulators. A demonstration facility is also critical for engaging key stakeholders, decision-makers, and the public, and to build a robust communications campaign in support of the project.

The Pure Water DC Demonstration Museum will have a dual purpose: testing treatment technologies and configurations to create purified water, and a nucleus for the communications and public education campaign.

Scope Elements

Renovation of an existing single-story building (pre-1970s) with approximate footprint of 80’ x 40’ to match the objectives of Pure Water DC Demonstration Museum.
Identification of the appropriate flowrate for the treatment process that will fit within the building space, achieve regulatory testing objectives, while providing space for the museum.
Collect data and conduct research to demonstrate performance of fit-for-purpose technology to produce purified water (may require testing multiple technologies e.g. carbon-based and membrane-based treatment trains)
Operations, optimization, and maintenance (12-18 months) of the process trains and technologies to produce purified water.
Tie in to nearby 8” process water (input for purified water treatment)
Provide conceptual technical treatment design recommendation for a future full-scale plant and regulatory framework.
Development of interactive museum exhibits with a particular focus on engaging school-aged children.
Secure relevant building renovation permits
Development of messaging
Permit requirements for a tasting station so visitors can drink purified water after treatment to complete the experience.

The Pre-Proposal Conference for this solicitation will be held on October 31, 2025, at 10:00 am. DC Water will conduct an in-person pre-proposal meeting at the Blue Plains Plant followed directly after by a Site visit to provide a Project and procurement process overview and review of the RFQ/P. Proposer attendance is not mandatory.
