The Board of County Commissioners of Boulder County, Colorado (the “County”), by and through its Purchasing Department, on behalf of the Community Planning & Permitting, Transportation Planning Department is accepting proposals from qualified entities to provide all services associated with the operation of a Fixed Route Transit Service and Demand Response Service (collectively “Transit Service”). The Transit Service is funded by local tax dollars as well as Federal Transit Administration (“FTA”) grant funds as specified in this Request for Proposal.

Wildfire Mitigation Public Awareness Campaign
Purpose:
Wildfire Partners is Boulder County’s wildfire mitigation program and is housed in the County’s
Community Planning and Permitting Department (CP&P). Our mission is to educate, motivate, and
support Boulder County residents in preparing for future wildfire. Wildfire Partners is seeking a
consulting team to:
1. Develop a Public Awareness Campaign Plan for a county-wide public awareness campaign
Boulder County: Wildfire Happens Here.
2. Develop a Marketing Plan to promote Wildfire Partners’ programmatic services.
3. Create and design materials and messaging components of the plans (in
consultation/collaboration with Wildfire Partners’ subject matter experts).
4. Work with the Wildfire Partners team to implement the strategic plans.
Background:
Wildfires in Boulder County have increased in frequency, intensity, and impact over the past 50
years. Boulder County began implementing wildfire mitigation programs in the foothills and
mountains (west county) following the 1989 Black Tiger Fire. Initially these efforts were regulatory
and tied to building permits and new construction.
Wildfire Partners (www.wildfirepartners.org) launched in 2014 offering free voluntary individual
home assessments and advising services. The program was solely available to the owners of the
8,000 homes in the west county - the area of the county where catastrophic wildfires traditionally
occurred. This program currently has over 3,200 participants.
Following the 2021 Marshall Fire, the Wildfire Partners has been expanding its geographic scope,
messaging, and services to include the needs of the residents and communities in east Boulder

County, which includes approximately 150,000 more homes. The original Individual Home
Assessment/Certification program is currently available for west county homeowners only.
Services available to all Boulder County residents include outreach & education, community
mitigation planning and advising, and curbside chipping.
Our services and educational materials are aimed at all residents of the county and are intended
to meet people at their level of knowledge. They also can be leveraged by other agency partners
within the county including cities and towns, fire protection districts, non-profits, community
groups, HOAs.
We see our audience falling into three broad categories:
1) Residents with limited awareness of how wildfire behaves and could affect them.
2) Residents/agencies who have an understanding and need guidance on how to take effective
action.
3) Residents/agencies who are engaged and could/would like to become outreach leaders in
their community.
VISION STATEMENT: Wildfire Partners supports collective and personal action to create wildfire-
resilient communities across Boulder County. This will be the focus of the Boulder County:
Wildfire Happens Here public awareness campaign (Task 1) and of our programs and services
(detailed in Task 2).
Tasks can be accomplished in tandem or sequentially as makes sense. Campaigns should
incorporate existing branding and logos.

Addendum:
At any time prior to the Close Date, Boulder County may alter, clarify, amend, delete or add to, in
whole or in part, any terms or provisions of this proposal.
In order to afford the Bidders a reasonable time for taking into account a material amendment
(the materiality of which Boulder County in its own discretion may determine) or for any other
reason, Boulder County may, at its own discretion, extend the Close Date.
