The City of Mount Dora intends to award a procurement as a Single Source Procurement in accordance with

its Purchasing Policy Manual, Section 3.4-1(G). Any responses received in reference to this Notice will be for

the sole purpose of determining whether a competitive procurement is in the best interest of the City. This

is not a solicitation, and there is not a solicitation available.

A Single Source Procurement is a purchase that is directed to one (1) source because of standardization,

warranty, or other factors, which for justifiable reasons, is found to be most advantageous for the City, even

though other competitive sources may be available. A Single Source Procurement is a non-competitive

procurement method.

All are encouraged to notify the Purchasing Manager, stating their company/agency name, address, contact

name, contact email, and a statement regarding their ability to provide the requested goods or services. All

responses must be in writing, via email, to the Purchasing Manager specified, by the "Response Due By" date

and time listed above. If applicable, Distributors and re-sellers are highly encouraged to include a statement

from the manufacturer stating they are authorized to sell or rent the desired commodity.

The determination not to compete this proposed action based on the responses to this Notice is solely within

the discretion of the City Manager for purchase amounts of $50,000.00 or less, and at the discretion of the

City of Mount Dora City Council for purchase amounts exceeding $50,000.00.

Brief Description: The City intends to purchase five (5) submerged turbine mixer for the WWTP.

Justification: This purchase is for submerged turbine mixers required for proper and reliable mixing in the anoxic basin

at the Wastewater Treatment Plant. These mixers are critical to maintaining the biological treatment process and

ensuring compliance with regulatory standards.

The existing mixers installed at the facility are obsolete, and replacement parts are no longer available from any

alternative manufacturers. Ovivo USA, LLC (formerly Eimco Water Technologies – EWT) is the sole supplier of all

original equipment and parts for the following product lines: EIMCO, EIMCO Process Equipment, Baker Process,

EIMCO Water Technologies, and EIMCO Municipal Water and Wastewater Equipment.

Additionally, Ovivo USA, LLC has designated an exclusive authorized sales representative for all Ovivo process

equipment used in water and wastewater treatment within the State of Florida. As a result, no other vendors are

authorized or able to provide the required mixers or compatible OEM components.

Ovivo is the only source capable of supplying equipment that meets the specifications, footprint, and compatibility

requirements of the existing treatment process.
