    The Gwinnett County Board of Commissioners is soliciting competitive sealed bids from qualified contractors for the
    Purchase of Replacement Mixers for Digesters 1 and 2 at the F. Wayne Hill Water Resources Center for the Department
    of Water Resources.
    Bid Submittal Date and Location:
    Bids should be typed or submitted in ink and returned in a sealed container marked on the outside with the BL# and
    Company Name. Bids will be received until 2:50 P.M. local time on April 8, 2026 at the Gwinnett County Financial
    Services - Purchasing Division – 2nd Floor, Gwinnett Justice and Administration Center, 75 Langley Drive, Lawrenceville,
    Georgia 30046. Any bid received after this date and time will not be accepted. Bids will be publicly opened and read at
    3:00 P.M. The bid opening will be virtual ONLY. To access the bid opening virtually, visit the following link

    1-408-418-9388, and enter Conference ID 2340 583 8227. Apparent bid results will be available the

    Pre-bid Date and Location:
    A pre-bid conference is scheduled for 10:00 A.M. on March 12, 2026, at the F. Wayne Hill Water Resources Center at
    1500 One Water Way, Buford, GA 30519. All interested parties are urged to attend. The pre-bid conference is to be
    utilized by contractors and subcontractors to ask any questions in order to submit a bid for this project. All bidders
    are strongly urged to attend.
    Instruction on Submitting Questions:
    Questions regarding bids should be directed to Anna West, Purchasing Associate II, at Anna.West@GwinnettCounty.com
    or by calling 770-822-7862, no later than March 27, 2026. Bids are legal and binding upon the vendor when submitted.
    All bids should be submitted in duplicate.
    Successful contractors will be required to meet insurance requirements. The Insurance Company should be authorized to
    do business in Georgia by the Georgia Insurance Department and must have an A.M. Best rating of A-7 or higher.
    Gwinnett County does not discriminate on the basis of disability in the admission or access to its programs or activities.

    split or awarded in entirety. Gwinnett County reserves the option to negotiate terms, conditions and pricing with the
    lowest responsive, responsible vendor(s) at its discretion.

    1. INTENT:
    The intent of this scope is to procure replacement mixers, associated equipment, and services for two
    anaerobic digesters at the F. Wayne Hill Water Resources Center (FWHWRC). The equipment supplied will be
    installed by others. FWHWRC houses five 1-million-gallon egg-shaped anaerobic digestors, each equipped with
    a draft tube mixer. The digestors were installed in two phases; digestors 1 (40: DSLMIX- 1) and 2 (40: DSL-MIX-
    2) were constructed in 2000 and digestors 3 through 5 (40: DSL-MIX-3, 40: DSL-MIX-4, 40: DSL-MIX-5) were
    constructed in 2003. Attachment 1 contains the existing equipment drawings. Attachment 2 contains the
    Phase 2 O&M Manual for the original draft tube sludge mixers provided by the vendor, Sterling Fluid Systems.
    Under this scope Gwinnett County Department of Water Resources intent is to procure two mixers to be
    replaced for digesters 1 and 2 (40: DSL-MIX-1, 40: DSL-MIX-2).
    2. SCOPE:
    Bids are requested for the following:
    1. Supply of all information requested on this bid.
    2. Supply all material and services for the two draft tube mixers in accordance with specifications.
    3. Vendor representative to visit site to field verify and ensure that replacement equipment will match existing
    installation, prior to submitting shop drawings.
    Drawings sheets of the existing digesters and mixer locations and the mixer engineering data are provided in
    Specification 43 24 13.40 and Attachment 1.
    3. SPECIFICATIONS:
    Equipment should comply with the following specifications.

    2. Vendor’s catalog information, dimension drawings, descriptive literature, specifications, and
    materials of construction.
    3. Equipment Bill of Materials describing the materials of construction for components.

    6. Coupling Data Sheets
    7. List of any exceptions to this bid document and its contents.
