Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This combined synopsis/solicitation incorporates FAR provisions and clauses in effect through Federal Acquisition Circular (FAC) FAC 2025-03, effective January 17, 2025.



The U.S. Embassy located in Belgrade, Serbia intends to award a firm fixed price (FFP) purchase order using Simplified Acquisition Procedures for procurement of one passenger vehicle as detailed in attached documents. This announcement constitutes the only solicitation. This solicitation is not a small business set-aside. Quotes are being requested under Request for Quotation (RFQ) no. 19RB1025Q0397.



All the terms and conditions, provisions, and clauses in the RFQ # 19RB1025Q0397 apply to this solicitation.



Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at time of proposal submission may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.

The Offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation "Unique Entity Identifier" followed by the unique entity identifier that identifies the Offeror's name and address exactly as stated in the offer. See www.sam.gov for establishing a unique entity identifier for your organization. Proposals from companies without SAM registration will be considered technically unacceptable.



All questions shall be submitted by 5:00PM, UTC+1 Belgrade time on May 23, 2025. The USG is notobligated to answer questions submitted after this time. All reasonable questions submitted by the date listed above will be answered on this web page. Direct any questions regarding this solicitation in writing and in English exclusively to Nikola Pavlovic at BLG-Procurement@state.gov. It is the offeror’s responsibility to monitor the web page for any new information which may be posted until the solicitation response date.

The Government will award a contract resulting from this solicitation to the responsible vendor whose quote, conforming to the solicitation that will be most advantageous to the Government, price and other factors considered. The Government intends to evaluate all timely quotes received from eligible vendors on a lowest price technically acceptable (LPTA) basis. The Government

intends to evaluate quotations and award a contract without discussions with quoters. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.



Quote packages are due by 5:00PM, Belgrade time (UTS+1) June 6, 2025. Late quotes will not be considered. Proposals must be in English, incomplete proposals will not be accepted. All responsible sources may submit a response which, if received on time, shall be considered.



Your quotation must be submitted electronically only, with the subject line “19RB1025Q0367 – Procurement of passenger motor vehicle and your company name” to BLG-Procurement@state.gov in Adobe Acrobat pdf format. Quotes submitted to any other email address will not be considered. Proposals/Quotes must be compiled as a single document with pages numbered 1 of x, 2 of x, etc. If the size of the full document is greater than 25MB, break it into multiple documents smaller than 25MB, name each document as follows: “19RB1025Q0397 – Procurement of passenger motor vehicle and your company name file x of x files” and send your offer in separate e-mails. All responsible sources may submit a response which, if received on time, shall be considered.



In order for a quotation to be considered, you must also complete and submit the following:

1. A completed Form SF-18

2. Section 1, Pricing

3. Section 5 Representations and Certifications (Only paragraph (b) for offerors with active SAM registration)

4. Additional information as required in Section 3

5. Unique Entity Identifier (UEI) issued by www.SAM.gov

6. A completed Form E.O. 14173
