Sealed bids must be in the Purchasing Department no later than the time specified in order to be considered. Submissions
received after the deadline will not be considered. Envelopes must bear the name of the supplier, company address and the
words “IFB 26-029 Flow Meter Purchase” or “IFB 26-029 NO QUOTE.” Facsimile or email bids will not be accepted.
All bids must be submitted on the attached forms, or your bid will be disqualified. Bidder shall furnish all the information
required by the solicitation. The bidder’s name must be typed or printed on the bid sheet and signed by the bidder or
appropriate authorized executive officer of the bidder’s company. Bidders must initial any changes or erasures. Bidders should
retain a copy of bids for their records.
Bidders shall acknowledge receipt of all addenda to this solicitation by signing and returning each addendum or by identifying
the addendum number and the date on the bid form. Failure to acknowledge receipt of any addendum by a bidder will result
in rejection of the bid if MAWSS determines that the addendum contains information that materially changes the requirements.
All bids shall be quoted FOB Destination, freight prepaid with no additional charges. Unless otherwise specified in the bid, all
prices will be on a firm-fixed price basis and are not subject to adjustments based on costs incurred. MAWSS reserves the right
to reject any or all bids submitted, to waive any informality in any bid or in the bid process, or to terminate the bid process at
any time, if deemed by MAWSS to be in MAWSS’s best interest.
A Purchase Order and this “Invitation for Bid” with “Specifications,” “Conditions,” “Bid Form,” signed by the successful bidder’s
authorized representative, and all attached drawings and other documents furnished by MAWSS to the bidders with the
Invitation for Bid in order to illustrate the contract requirements, will constitute a contract for the goods and/or services to be
purchased.

IFB 26-029 FLOW METER PURCHASE
CONDITIONS
The Board of Water and Sewer Commissioners of the City of Mobile will accept bids for the Flow Meter Purchase in our
Purchasing Department Bid Box located at the East Visitor Entrance at 4725 Moffett Road, Mobile, AL. 36618 no later than
10:30 a.m. local time on May 12, 2026. Bids will be opened immediately after bid closing time in the Operations Center Board
room located at the East Visitor Entrance. Award will be by Total Cost & Lead Time. The bidder offers and agrees, if this bid is
accepted, to furnish the items as defined in the specifications for the unit price set opposite each item. Pricing shall be FOB
Mobile, Alabama. All items shall be delivered to the Gaillard Pumping Station at 1450 Pumping Station Rd., Mobile, AL 36608
or to the job site as needed. The bidder shall state the expected length of delivery time on the Bid Form.
An optional site visit can be scheduled before bidding, if needed. Please contact Jett Byrne at 251-342-1070 Ext. 1298.
Bidder understands and agrees that manufacturer and part numbers are provided for descriptive purposes only. Items of equal
or better quality will be considered but must be approved by MAWSS in writing. Upon delivery, if the quality, durability or
performance of any product represented as equal or better is determined by MAWSS to be unsatisfactory, MAWSS will require
a suitable substitute or will require that the originally specified item be delivered, at the unit price originally offered by bidder.
No substitution for items to be provided pursuant to this contract shall be permitted during the contract period without the
express written consent of MAWSS. All items provided shall be for commercial use and for the purposes reflected in the
contract documents.
No bid on closed out or discontinued item(s) will be accepted. Item(s) that have a determinable shelf life must be disclosed at
the time of bid submittal. Bidder understands that his/her bid shall be good and may not be withdrawn for a period of sixty
(60) calendar days after the scheduled closing time for receiving bids.
MAWSS reserves the right to reject any or all bids submitted, to waive any informality in any bid or in the bid process, or to
terminate the bid process at any time, if deemed by MAWSS to be in MAWSS’s best interest.
Bidder understands and agrees that quantities will be purchased by MAWSS on an “as needed” basis to replenish inventory.
MAWSS shall not be committed to the purchase of a pre-established minimum quantity for any one item.
A bidder may not modify its bid after bid opening. Errors in the extension of unit prices stated in a bid or in multiplication,
division, addition or subtraction in a bid may be corrected by the MAWSS Purchasing Buyer prior to award. In such cases, unit
prices shall not be changed.
It is the responsibility of the bidder to determine prior to the bid opening whether any amendment, additions, deletions or
changes of any type have been made to this Invitation for Bid, Conditions, Specifications, Bid Form or any other bid documents.

SECTION 40 71 13.23
INSERTION-TYPE MAGNETIC FLOW METERS
PART 1 – GENERAL
1.01 SCOPE OF WORK
A. This Specification is intended for the purchase and delivery of the electromagnetic insertion-
type flow meter and associated equipment described herein for the existing Mobile Area Water
and Sewer System raw water distribution system. Installation to be performed by the owner with
technical support from the supplier.
1.02 SUBMITTAL
A. The following information shall be included in the submittal for this section:
1. Data sheets and catalog literature for the forward flow insertion-type magnetic flow meter
and the microprocessor based signal converter.
2. Connection diagrams for equipment wiring.
3. List of spare parts and optional equipment.
1.03 DELIVERY, STORAGE, & HANDLING
A. Ship equipment, material, and spare parts complete except where partial disassembly is
required by transportation regulations, for protection of components, or for installation
requirements.
B. Pack spare parts in containers bearing labels which clearly designate contents and pieces of
equipment for which they are intended.
PART 2 – PRODUCTS
2.01 MANUFACTURERS
A. The electromagnetic insertion flow meter shall be McCrometer 395L for forward flow full profile
insertion mag meter or approved equal. Equivalency is determined by MAWSS and the
Engineer’s review, and is not done prior to bid. If equivalency is a concern, bidders are
encouraged to submit multiple bids.
2.02 ELECTROMAGNETIC INSERTION FLOWMETER
A. The electromagnetic insertion flow meter shall consist of a flow sensor based on Faraday’s Law
of Electromagnetic Induction and microprocessor-based signal converter.
B. Sensor:
1. Operating principle: Utilizing Faraday’s Law of Electromagnetic Induction, the flow of a
conductive liquid around the sensor induces an electrical voltage that is proportional to the
velocity of the flow.
2. Construction: The sensor material shall be constructed of 316 Stainless Steel and coated
with NSF 61 certified approved epoxy coating.
3. Sensor operating temperature: +14° to +170° F at 250 PSI
4. Electronics operating temperature (Converter): -4° to +140° F
5. Size: 48” diameter PCCP pipe. Supplier shall perform necessary field measurements.
6. Installation hardware shall include a Stainless Steel 2” full ported valve with stainless-steel
nipple.
7. Submergence:
a. The sensor shall be NEMA 6P or IP68 rated to be permanently submerged up to 6
feet.
C. Converter:
1. Electronic Enclosure: Shall be a NEMA 4X, IP67 rated enclosure.

2. Converter/display: Background illumination with alphanumeric 8-line graphical backlit LCD
display with 6-key tough programming to indicate flow rate, totalized values, settings, and
faults.
3. Power supply:
a. 90/265 VAC
4. Operating temperature: -4 to 140° F
5. Outputs:
a. Two 4-20 mA (0-21 mA)
b. Two separate digital programmable outputs:
1) Open collector transistor usable for pulse
2) Frequency and alarm settings
6. Communications:
a. AMI Smart Output (Sensus)
7. Sensor and signal converter performance:
a. Flow range: 0.2 FPS to 32 FPS for accuracies stated below.
b. Accuracy:
1) AC Power: Plus, or minus 0.5% of actual flow
c. Cable Length:
1) AC Power: Manufacturer to coordinate required length with owner
d. Manufacturer shall offer optional Quick Connect cabling for remote mounted
installations.
e. Repeatability: ±0.05% or ±0.0008 ft/s, whichever is greater
f. Conductivity: Minimum 5 µs/cm
g. Power and Signal Cabling: The power and signal between the converter and sensor
are isolated and placed in separate cables.
h. Flow Direction Measurement: Forward flow indication and forward net totalization is
required

a. Cable Length: 200’
2.03 SPARE PARTS
A. Spare parts for the equipment shall include the following, unless otherwise noted:

2.04 OPERATOR INSTRUCTIONS
A. Calibration
1. Each flow sensor shall have wet flow calibration of the complete meter flow element and
its signal converter. The calibration facilities must be traceable to the National Institute of
Standards and Technology (N.I.S.T). All the calibration information and factory settings
matching the sensor shall be stored in an integrally mounted memory unit. The memory
unit shall store sensor calibration data and signal converter settings for the lifetime of the
product. At initial commissioning, the flow meter commences measurement without any
initial programming. Any customer specified settings are downloaded to the memory unit.
Should the signal converter need to be replaced, the new signal converter will upload all
previous settings and resume measurement without any need for reprogramming or
rewiring.
2. Manufacturer shall provide a calibrated meter set which includes the sensor element, the
cabling and the converter.
3. An N.I.S.T. certificate of calibration shall accompany each flow element.

PART 3 – EXECUTION
4.01 INSTALLATION
A. Follow manufacturer’s recommendation for the minimum upstream and downstream installation
requirements for the flow element or at a location directed by the owner.
B. Wiring between flow element and remote mounted signal converters shall use cable type and
procedures as per the manufacturers’ recommendations.
4.02 MANUFACTURER’S ASSISTANCE
A. Warranty
1. The manufacturer of the electromagnetic flow meter shall provide a two-year warranty that
the equipment shall be free from defects in design, workmanship, or materials. Extended
warranties up to five years shall be available for additional cost.
2. The manufacturer of the electromagnetic flow meter shall provide a Lifetime Guarantee on
the flow element Ultra Liner fusion bonded epoxy liner.
3. In the event a component fails to perform as specified or is proven defective in service
during the guarantee period, the manufacturer shall promptly repair or replace the
defective part at no cost to the owner.
