The Gwinnett County Board of Commissioners is soliciting competitive sealed bids from qualified contractors for the
Purchase and Installation of Batting Cages at Lenora Park for the Gwinnett County Department of Parks & Recreation.
Bids should be typed or submitted in ink and returned in a sealed container marked on the outside with the BL# and
Company Name. Bids will be received until 2:50 P.M. local time on October 17, 2025 at the Gwinnett County Financial
Services - Purchasing Division – 4th Floor – Charlotte J. Nash Building, 75 Langley Drive, Lawrenceville, Georgia 30046.
Any bid received after this date and time will not be accepted. Bids will be publicly opened and read at 3:00 P.M.
Apparent bid results will be available the following business day on the website www.gwinnettcounty.com.
A pre-bid conference is scheduled for 10:00 a.m. on October 9, 2025 at Lenora Park Baseball Complex located at
4515 Lenora Church Rd., Snellville, GA 30058. All contractors are urged to attend. Questions regarding bids should be
directed to Jake Scarpone, Purchasing Associate II, at jake.scarpone@gwinnettcounty.com or by calling 770-822-
8722, no later than 3:00 P.M. local time on October 10, 2025. Bids are legal and binding upon the bidder when
submitted.
Successful contractor(s) will be required to meet insurance requirements. The Insurance Company should be
authorized to do business in Georgia by the Georgia Insurance Department and must have an A.M. Best rating of A-7
or higher.

the lowest responsive, responsible bidder(s) at its discretion.

SPECIFICATIONS
PURCHASE AND INSTALLATION OF BATTING CAGES AT LENORA PARK
I. SCOPE AND EXPERIENCE
1. Gwinnett County Department of Parks and Recreation is soliciting competitive bids from
qualified contractors for the installation of commercial batting cages at Lenora Park Baseball.
The successful contractor shall furnish all labor and materials required to install new batting
cage systems. Photo of Batting cage layout is attached.
2. All work MUST be completed by December 1, 2025, or an alternate date as determined by the
Gwinnett County Parks and Recreation Representative.
II.DESCRIPTION OF WORK
1. Gwinnett County shall be responsible for removing existing cage systems, clearing overgrowth,
and grading the area flat, leaving the site clear for contractor access.
2. The contractor shall furnish and install the following:
a. Two (2) batting cages measuring 65’ long x 14’ wide x 12’ tall
b. Four (4) batting cages measuring 45’ long x 14’ wide x 12’ tall
c. All cages to be constructed using NOVA30 netting with sewn rope perimeter, 65’ length x 12’
width x 13’ height, with NOVA301.75” SQ netting, made to exact size and pulled tight with no
extra height, width, or length.
d. A door flap entry for each cage.
e. Framing systems designed for each batting cage, delivered and installed on-site.
f. Protective padding shall be BULLETJRBB black padding with Bulletz screen panels, or
approved equivalent, installed on framing.
g. Pitching screens shall be delivered fully assembled.
3. Surfacing and foundation requirements:
a. Contractor shall deliver and install M10 aggregate base
b. Contractor shall deliver and install a 36 oz. 5mm padded turf in green, with a Baseball Hitting
Mat Pro Clay colored insert as designated
c. Contractor shall install a concrete border surrounding all cages.
4. All work shall comply with manufacturer installation requirements and all applicable codes.
III. MATERIALS
1. The contractor shall provide the following materials:
a. NOVA30 netting, sewn rope perimeter, exact dimensions as noted
b. NOVA301.75” SQ netting
c. BULLETJRBB black padding with Bulletz screen
d. Prefabricated pitching screens, delivered fully assembled
e. M10 aggregate base
f. 36 oz. 5mm padded turf (outdoor rated), green with Baseball Hitting Mat Pro Clay colored
hitting area
g. Concrete border
i. Excavation/Subgrade: Excavate to curb depth; compact subgrade to 95% Standard
Proctor.

ii. Stone Base: Provide 4” compacted M10 base beneath curb. Match turf base grade.
iii. Forms: Set true to line/grade.
iv. Dimensions:
• Curb cross-section: 6” wide x 12” deep minimum.
• Top elevation: flush with turf surface or ½” above finished turf as directed.
• Reinforcement: Place #3 rebar continuous, tied, with 2” clear cover.
• Placement: Place concrete continuously; consolidate to remove voids.
• Finish: Light broom finish with ¼” radius edges.
• Turf Interface: Ensure top of curb provides clean edge for AstroTurf termination and
anchoring.
• Curing: Apply curing compound per ASTM C309. Protect from loads for 7 days.
• Integration with Posts:
o Contractor to coordinate curb installation with batting cage post foundations.
o Posts shall be set in separate concrete footings (minimum 12” diameter x 36” deep,
3,500 psi concrete).
o Ensure curbing ties neatly around posts, with expansion joints placed to avoid
cracking at post locations.
o All framing hardware and posts required for complete cage installation.
2. No substitutions shall be made without the prior written approval of Gwinnett County. Any
proposed substitution must be submitted with the bid package and must include specifications,
warranty, and product data for review.
IV. INSTALLATION
1. Batting cage netting and frames shall be installed to manufacturer-recommended specifications,
tensioned to exact dimensions, with no sagging or slack.
2. Padding and screens shall be securely attached to the framing and meet all applicable safety
standards.
3. Turf surfacing shall be installed over the M10 base with appropriate adhesives or fastening
systems, per manufacturer instructions. Turf seams must be secure, level, and free of wrinkles.
4. The concrete border shall be installed around the perimeter of all batting cages, level and properly
anchored.
5. Contractor shall coordinate with the County for final site grading requirements to ensure a level
and properly compacted base before installation.
V. SPECIAL CONDITIONS
1. Contractor shall take all necessary precautions to protect surrounding fields, fencing, and
infrastructure during the installation.
2. Any damage caused by the contractor to adjacent structures or grounds shall be the contractor’s
responsibility to repair.
3. Contractor shall coordinate with County staff to maintain site security, safety barriers, and
access control during installation.
4. Contractor shall provide at least one employee who can effectively communicate with onsite
staff.

VI. WORK CONSTRAINTS
1. The affected area will be closed to the public, but the remainder of Lenora Park will remain open.
2. Contractor must provide temporary barricades, cones, and signage to protect park users and
staff from hazards associated with the installation.
3. Contractor shall visit the site prior to bidding to verify all measurements and site conditions. No
change orders will be accepted for incorrect measurements after contract award.
4. Working hours shall be coordinated with County staff, generally 7:30 AM to 4:00 PM Monday
through Friday.
VII. GENERAL REQUIREMENTS
1. Work Site Cleanliness
a. Contractor shall maintain the work site in a clean, safe, and orderly manner throughout the
duration of the project.
b. At project completion, the contractor shall remove all tools, debris, materials, and waste from
the project site, and restore disturbed areas to their original condition.
2. Safety Precautions
a. Contractor shall implement proper fire safety and accident prevention measures.
b. Barricades and signs must meet all applicable safety codes and OSHA requirements.
c. Contractor shall notify the County immediately if conditions are discovered which present a
hazard.
3. Warranty
a. Contractor shall provide a minimum one (1) year warranty on all labor and materials. This
warranty is in addition to manufacturer warranties.
4. References
a. Contractor shall submit at least three (3) references demonstrating successful completion of
projects of similar size and scope within the past five years.
