Purchase and Development of 1024 Fulton Street

New York State Urban Development Corporation, d/b/a Empire State Development, a public authority of the State of New York, constituting a political subdivision and public benefit corporation, is seeking proposals from qualified and responsible parties for a project that entails the disposition and redevelopment of state-owned land for mixed-use affordable housing.

The project site is an approximately 12,800-square-foot lot located at 1024 Fulton Street, Brooklyn, New York (Block 2015, Lot 28) (the “Site”). The Site is currently owned by the People of the State of New York acting through the New York State Office of Children and Family Services (“OCFS”). Before its acquisition by OCFS, the Site was used as a Brooklyn Union Gas showroom in 1912 and later served various manufacturing and commercial uses. In 1997, OCFS acquired the Site from the City of New York with the intent to develop a community center; however, due to structural issues, the building has remained vacant. To support redevelopment, the New York State Fiscal Year 2024-2025 Budget allocated $3.7 million for the demolition of the existing structure. The demolition will be completed by the New York State Office of General Services (“OGS”) and is anticipated to be completed prior to construction loan closing.

ESD invites all qualified parties to submit proposals for the redevelopment of the Site in accordance with the goals and objectives of the Project and the parameters specified in this RFP. ESD is interested in proposals that will provide maximum benefits to the State of New York and the surrounding community.
