INTRODUCTION AND PROGRAM SUMMARY
The City of Gahanna (City) is requesting proposals from Engineering firms to provide professional
engineering services for the Sanitary Pump Station Improvements Program. The City's objectives
are to improve reliability, provide backup power, enhance safety, and extend asset life while
meeting regulatory standards.
The services sought under this Request for Statement of Qualifications (RFSQ) include the phased
delivery of two pump station replacements or rehabilitation projects under one design program.
The Farm Creek Pump Station Project is budgeted for construction in 2027 followed by the
Brookhouse Lane Pump Station Project anticipated for construction in 2028. Both pump stations
have recent condition assessments included in Attachments C and D. The design work includes
verification of program and a Technical Memorandum (TM) including: data review, site
investigation, geotechnical investigation, environmental studies, hydraulic and hydrology
calculations, traffic studies, permitting plans, right-of-way acquisition plans, design and
construction schedule, engineering cost estimates, and ROI analysis of the two options provided.
The design team will meet with leadership and recommend the path forward to interested
stakeholders at the end of the program verification step and gain approval for the preferred
alternative.
For the approved alternative, detailed design drawings, specifications, and construction cost
estimates will be submitted to the City for review at 30%, 60%, 95%, and bid set completion. The
work also includes all required permit applications, approved permits, and local approvals from
City of Gahanna, and the City of Columbus. This list is not meant to be all inclusive, and the design
team is required to identify all required permits as part of the program verification and obtain
the required permits during detailed design. The delivered projects shall be fully biddable and
constructable.
The following bidding services are required: attending pre-bid meetings, answering addenda,
and creating the conforms to contract plan sets and specifications.
A future modification will be required for engineering services during construction including;
RFIs, RFPs, Change Orders, record documents, commissioning, operation and maintenance
(O&M) manual, defining preventative maintenance, operations staff training, and SCADA
integration.
The team anticipates biweekly progress meetings throughout the detailed design process, along
with decision meetings with key stakeholders, City leadership, and public involvement meetings.
The Consultant is responsible for documenting the project progress with meeting minutes and
technical memoranda. Results from all deliverables will be provided to the City as PDF, in
addition to all accompanying native files (Word, excel, hydraulic model, CAD, etc.).
The operations staff would like to have above ground systems for safety and ease of
maintenance. The team performing the condition assessment provided information for above

ground and rehabilitation options which are included as Attachment C and D. Aesthetics, right-
of-way access, floodplain impacts, public comments and coordination, drainage easements, and
landscaping will all be necessary considerations for public acceptance and feasibility of the
proposed above ground pump stations. These projects will require early public outreach during
design. The consultant will recommend the preferred alternatives.
Additionally, the City would like this team to assist with researching available grants, completing
technical reports for grant applications and support design components of funding activities.
Consultant will look for opportunities to incorporate green infrastructure and sustainability practices
to the maximum extent practical.
Firms are required to submit their qualifications and proposed teams. No prices shall be included in
the statement of qualifications. If pricing is provided as part of the SOQ, then the SOQ will be deemed
invalid and rejected.
PROHIBITION ON CONTACT WITH CITY
To maintain a fair and impartial selection process for all, there shall be no contact or communication
made by any firm submitting on this project with any elected official, representative, or employee of
the City of Gahanna regarding this solicitation, unless otherwise specified herein.

SECTION II - SCOPE OF SERVICES
Below is an abbreviated scope of services. The full scope will only be provided to short-listed firms
for preparation of a technical proposal.
The anticipated Scope of Services will include creating two sets of bidding documents. One bid set
(drawings, specifications, and contract provisions) will be provided for each pump station project,
and they will be let separately.
Work includes:
Site Survey and Investigations
Data Review and Program Verification, review existing condition reports, perform research,
and provide recommendations for the preferred alternatives
Stormwater regulatory reports and Stormwater Control Practice designs
Hydraulic modeling to determine proper pump sizing
Considerations for future expandability to meet 2019 Land Use Plans
Detailed Design (30%, 60%, 95%, and 100% design drawings and specifications)
Access Design, MOT, and traffic and safety studies
Support documentation for grant or loan proposals
Cost Estimates
Detailed Design and Construction Schedules
Structural and Geotechnical Design
Electrical, Mechanical, and Instrumentation and Controls
SCADA integration
Survey, legal descriptions, acquisition, and Right of Way services
Utility Conflict Coordination
Coordination with outside Agencies, including FEMA and the City of Columbus
Permitting
Public Meetings and Stakeholder Outreach

SECTION III - CONTRACT PROVISIONS
The City's Standard Vendor Services Contract (VSC) is included in Attachment B for your review. By
submitting the SOQ the firm agrees to execute this contract as written.
SECTION IV - STATEMENT OF QUALIFICATIONS SUBMITTAL REQUIREMENTS AND CRITERIA
Consultants shall email their SOQ in pdf format (no hard copies will be accepted), no later than 2:00
p.m. EDT, Friday, June 5, 2026, to:

Please be advised that once submitted, the SOQ will become "public record" and are available to all
for inspection and copying, upon request. Consultants are solely responsible for examining the
complete SOQ including all documents, instructions, reports, and any addenda to these documents
and for responding in full compliance with these instructions.
All clarifying questions pertaining to information within or related to this RFSQ shall be submitted by
email to engineering@gahanna.gov by no later than 2:00 p.m. EDT, Wednesday, May 27, 2026. The
City may, in its sole discretion, extend the RFSQ due date if such action is deemed necessary by the
City, to satisfy the requirements of the RFSQ process.
Any addenda to this RFSQ will be posted on the City's Competitive Procurement website. Responding
Consultants are responsible for monitoring this website for any such addenda.

V. SOQ CONTENT AND FORMAT
Qualifications shall be formatted in accordance with the structure presented below. Submitted
qualifications shall not exceed 30 total pages.
1. Cover Letter: Shall include Firm's Name and Address, Point of Contact Name, Title, phone
number, and email address. The letter shall be signed by a duly authorized representative of
the Consultant submitting the Qualifications. ONE (1) PAGE.
2. Provide a Team Overview including DBE/EDGE/SBE Participation, partnership history with
participating subconsultants. FOUR (4) PAGES.
3. Provide an Organizational Chart listing the project manager, key staff, and all subconsultants.
Identify availability for all key staff. Declare the percentage of work that will be performed
by each subconsultant. Include project engineers for important disciplines that will be
responsible for the work. Provide individual resumes to address the experience of the key
staff members on similar projects. Discuss the availability of the assigned staff. UP TO FIFTEEN
(15) PAGES.
4. Qualifications/Experience with Similar Projects. Provide a summary table highlighting
examples of the firm's relevant experience that includes design completion date,
construction completion date, engineer's estimate versus construction contract award price,
and team members. Provide detailed project descriptions for up to five (5) similar projects
that your firm has completed in the last 5 years. Project descriptions should highlight
applicable task, key staff members, and references with email and phone numbers provided.
UP TO TEN (10) PAGES.

VII. SHORTLIST SELECTION
Upon reviewing and scoring the SOQs, the City will shortlist qualified Teams for advancement.
Shortlisted Teams will be asked to submit a Technical Proposal and Approach with the Teams'
Proposed Schedule, Scope, and Fee by a specified date. Presentations and interviews may be
required. Final Selection criteria will be included in the notification of shortlist selection.
